Roque: Duterte has plan for blocking ICC arrest

Former President Rodrigo Duterte, through his legal counsels, said that he will only face criminal prosecution if it’s in the Philippines, and that he’s unwilling for a foreign prosecutor to exercise jurisdiction over him.

“He has made his position very clear: Now that he is no longer president, he no longer has immunity from suit,” former Presidential Spokesperson Harry Roque said in ANC’s Headstart.

“All those who have grievances or complaints against him should file a criminal case before a Philippine prosecutor. If there’s a probable cause, he’s willing to face them but before a Philippine court,” Roque added.

Roque said that he met with Duterte, together with former Executive Secretary Salvador Medialdea and Solicitor General Menardo Guevara among many others, to discuss what Duterte’s posture would be given that the International Criminal Court (ICC) has resumed its investigation into his drug war.

Roque said that if the ICC will insist on its jurisdiction, Duterte will have no choice but to secure a restraining order from the Philippine courts.

“He will argue the Philippine courts are willing and able to prosecute these cases and therefore there’s no basis for foreign institutions to interfere and these are the consequences of a foreign country,” he said.

A week ago, President Ferdinand Marcos Jr. consulted with his legal team as to what his administration’s stand would be on the issue of the ICC’s investigation of the Duterte administration’s drug war.

The ICC’s Pre-Trial 1 chamber has given the Philippines until September 8 this year to give its comment on the Office of the Prosecutor’s request to resume its probe.

On June 24, Prosecutor Karim Khan had filed before the pre-trial chamber an authorization to resume investigation, saying that, “I have concluded that the deferral request by the Philippines is not warranted and that the investigation should resume as quickly as possible.”

    Naghain ng resolusyon sina Sen. Risa Hontiveros at Sen. Kiko Pimentel III upang himukin ang Department of Justice (DOJ) na bawiin ang mga nalalabing kaso laban kay ex-Sen. Leila de Lima — sa dahilang binawi ng ilang saksi ang mga testimonya sa kanyang drug charges.

    Ito ang iginiit nina Hontiveros at Pimentel, na bumubuo ng two-member Senate minority bloc, sa P.S. Resolution 27 na siyang kumwekwestyon sa “arbitrary detention” ng dating opposition lawmaker.

    Pinetsahang ika-14 ng Hulyo ang resolusyon ngunit ngayong Martes lang naisapubliko.

    Matatandaang naglabas ng arrest warrant laban kay De Lima ang Muntinlupa Regional Trial Court noong Pebrero 2017 para sa diumano’y tatlong kaso ng paglabag sa Comprehensive Dangerous Drugs Act of 2002.

    Inabswelto na siya sa isa sa tatlong drug charges na kanyang kinakaharap.

    “[In] spite of the disadvantages brought by her detention, Senator de Lima continues to speak out on major issues and against the injustices and abuses of the Duterte regime,” dagdag pa ng resolusyon.

    “[Throughout] her ordeal, Senator de Lima has maintained her innocence and is fueled by her quest for vindication. Without question, her continued detention is one of the grossest injustices ever committed to a sitting Senator.”

    Habang nakakulong, naipasa niya bilang batas ang 4Ps Act, Magna Carta of the Poor, National Commission of Senior Citizens Act at Community-Based Monitoring System Act.

    Ika-28 ng Abril nang bawiin ng confessed drug-trader na si Kerwin Espinosa ang mga nauna niyang alegasyong nagdidiin kay De Lima swa kalakalan ng droga sa isang retraction at paumanhin sa isang counter-affidavit sa ibang reklamo sa DOJ.

    Aniya gawa-gawa niya lang ito sa mga Senate hearings matapos siyang i-“coerce,” “pressure,” “intimidate” at “pagbantaan” ng mga miyembro ng Philippine National Police.

    Sa kanyang affidavit namang pinetsahang ika-30 ng Abril, binawi rin ng dating officer-in-charge sa Bureau of Corrections na si Rafael Ragos ang kanyang mga pahayag laban kay De Lima matapos aniya pilitin ni noo’y Justice Secretary Vitaliano Aguirre. Si Ragos ay isang key witness sa kaso.

    Itinanggi ni Aguirre ang naturang akusasyon.

    Ngayong Mayo naman nang bawiin din ni Ronnie Dayan, kanyang dating aide, ang kanyang mga pahayag matapos i-implicate si De Lima sa illegal drug trade sa Bilibid Prison sa isang 2016 Congressional hearing.

    “NOW, THEREFORE, BE IT RESOLVED BY THE SENATE, to urge the Department of Justice to withdraw immediately the3 mremaining charges against detained Senator Leila M. De Lima in light of the recent recantations given by key witnesses in her drug cases and move for her release from her unjust and arbitrary detention,” patapos ng dokumento.

    Una nang sinabi ni Justice Secretary Boying Remulla na bukas silang i-review ang kaso ng opposition figure, na siyang ipinapanawagan ng anim na US senators na mapalaya na.

    Taong 2018 nang sabihin ng United Nations Human rights Council Working Group on Arbitrary Detention na ang patuloy na pagkakakulong ni De Lima ay paglabag sa ilang artikulo ng Universal Declaration of Human Rights at International Covenant on Civil and Political Rights.

      LEGAZPI CITY — A Special Investigation Task Group (SITG) was created to investigate the death of the 32-year-old policeman assigned in Masbate province, an alleged victim of hazing by his own senior officers.

      In a belated report issued on Thursday, July 28, police said Patrolman Jaypee Ramores, assigned at the 503rd Maneuver Company of the Regional Mobile Force Battalion Bicol, was taken to Ticao District Hospital in San Jacinto town at around 1 p.m. on July 26.

      Report said Ramores died while being treated at around 9:30 p.m. on the same day.

      Photos posted by a concerned citizen on Facebook showed that Ramores had cigarette burns, severe bruises at the back of his body and his legs, and other signs of torture.

      Before the incident, initial investigation revealed that on July 22, the victim was also brought to the hospital after he collapsed while performing a road run around the town. He was discharged from the hospital at around 5 p.m. on the same day.

      Police Major Maria Luisa Calubaquib, spokesperson of Bicol police, said the SITG Ramores led by Police Colonel Rodolfo Castil, deputy regional director for operations, would be conducting a detailed and thorough investigation of the incident.

      Calubaquib said the National Bureau of Investigation conducted an autopsy to determine the cause of death of the police officer.

      A statement released by the Bicol police said that their agency would be stringent in dealing with the case.

      “By the time it has been proven that there were irregularities and loopholes that happened, this unit ensures that those who are culpable of the incident shall be dealt with accordingly. We do not tolerate any misdeeds or physical abuse in our ranks,” Bicol police said.

      The agency expressed sympathy to the victim’s family and assured them they would “act swiftly to serve justice and resolve the issue.”

        3 NPA rebels killed in Canlaon City clash

        BACOLOD City – Three New People’s Army (NPA) rebels were killed in a gun-battle with the Philippine Army’s 62nd Infantry Battalion (62IB) troops in Sitio Natuling, Barangay Budlasan, Canlaon City, Negros Oriental last Tuesday morning (July 26, 2022).

        The casualties were 40-year-old Cristina “Chave” Jacolbe, finance officer of the NPA’s CN1; Ernie Jacolbe, 42, vice commanding officer of CN1; and 18-year-old Everly Kee Jacolbe.

        The 62IB commander, Lieutenant Colonel William Pesase, said the slain NPA rebels were involved in extortion activities in Canlaon City, as well as in the neighboring towns of La Castellana and Moises Padilla in Negros Occidental.

        Pesase said his men were still establishing the relationships of the three slain rebels as they all have the same last names.

        Government forces recovered a KG9 submachine gun, a .45 pistol, a .38 revolver, subversive documents, and the slain rebels’ personal belongings./PN

        Hindi ako magpapatalo kay Webster. Ito ang tiniyak ni Sen. Robinhood “Robin” C. Padilla sa kabila ng patuloy niyang pagsisikap para mag-adjust sa kanyang papel bilang miyembro ng Senado.

        Ani Padilla, patuloy niyang gagamitin ang wikang Filipino sa mga pagdinig at iba pang opisyal na kaganapan sa Senado, sa halip na gamitin ang wikang Ingles – lalo na ang mga salitang malalim ang Ingles o “pang-dictionary.”

        “Opo, hindi na ako magpapanggap. Mahirap magpapanggap kang si Webster,” ani Padilla sa panayam nitong Huwebes, nang tanungin siya kung itutuloy niya ang paggamit ng Tagalog sa mga pagdinig sa Senado.

        Ipinunto ni Padilla na bagama’t Tagalog ang salita ng mga senador sa loob ng lounge, paglabas sa plenaryo ay “Amerikano” na ang wika.

        Sinusulong ni Padilla ang paggamit ng Filipino sa opisyal na dokumento ng pamahalaan, sa pamamagitan ng panukalang batas.

        Nguni’t tuloy pa rin si Padilla sa pag-adjust sa paggamit ng Ingles sa kasalukuyang komunikasyon ng Senado.

        Aniya, isang paraan dito ay ang pagbasa ng journal at pagpapa-briefing sa staff niya para maintindihan ang pinagusapan sa regular na sesyon.

        Diniin din ni Padilla na magiging independent na senador siya – bagama’t suportado niya ang mga panukalang batas ng administrasyon, hindi siya papayag kung nakita niyang “hindi pabor sa tao” ang panukala.

          The retired University of the Philippines (UP) political science professor admitted that she was hurt after she learned that she had been removed from the roster of regular faculty members of her department with whom she served more than five decades.

          After being delisted from UP PolSci faculty, Carlos received support from her former students, including former presidential spokesperson Harry Roque.

          Dr. Clarita Carlos, the nemesis of ‘groupthink’

          BEFORE the national spotlight shone on her, Dr. Clarita Reyes Carlos was a retired professor of political science at the University of the Philippines. She gave commentaries on radio and television, mostly wry and withering assessments of the political scenario, delivered in her characteristic deadpan manner. But always, she backed up her assessments with facts and figures, theories and doctrines. She did not just spin analysis from dead air.

          She earned her bachelor, master’s and doctoral degrees at UP. Her doctoral dissertation is telling: she focused on the political motives behind the policymaking of Presidents Ramon Magsaysay Jr. and Ferdinand “Bongbong” Marcos Jr. She took post-doctoral studies on political psychology at Cornell University and comparative foreign policy analysis at the University of California in Los Angeles, both as a Fulbright fellow.

          She served as the 16th president of the National Defense College of the Philippines from 1998 to 2001, becoming the first female and the first civilian to lead the institution. She improved the institution’s organizational structure, updated the curriculum and started the Strategic Studies Group, a forum for military generals, scientists, government officials and diplomats, to discuss a range of national security issues.

          Later, President Benigno Simeon “Noynoy” Aquino 3rd appointed Carlos to head the Office of Strategic and Special Concerns at the Metropolitan Manila Development Authority. In 2020, she was among the appointees of the Commission on Higher Education in its technical panel for political science. She also continued her first love, which is teaching, at UP, Ateneo de Manila University and San Beda University.

          She became the focus of controversy during the election campaign, when she led the panel of interviewers at the SMNI interview attended by then presidential candidate Marcos. She was accused of coaching Bongbong (she did not; they had not met before). But she soldiered on and continued posting her sharp remarks on Facebook and giving her sharp and funny commentaries.

          She reminds us of the late senator, Miriam Defensor-Santiago, with her hair, large eyeglasses (now sunglasses because of a cataract operation) and her spiels in a merry mix of English and Tagalog. She never minced her words. One fine day, she found out that someone at UP where she had taught for 56 years posted online a list of the professors and emeritus professors, and said she was not there.

          But Dr. Carlos never claimed she was still teaching at UP; she always said she was a retired professor. She never claimed to be an emeritus professor as well. The incident hurt her, but she only had one word for them: she called it “groupthink.” The reference is to George Orwell’s novel, 1984, where only one line of thinking is allowed in a totalitarian society.

          On June 8, 2020, President-elect Marcos announced that Dr. Carlos would be his national security adviser. Her detractors swiftly launched attacks on social media. She parted the waves with a series of statements: that “red-tagging” will not be allowed henceforth, since “labeling is a shallow way” to describe a person. She also said that national security will not focus on defense alone, but on security against lack of water, lack of jobs, lack of economic opportunities. She said people go up to the hills and rebel against the government because they are not given the opportunities they need to succeed.

          This somewhat mollified her detractors, for which she frankly does not care. In the past few days, she has proposed the creation of a water reservoir for each barangay (village), knowing well that the issue of water will be front and center in the next two decades. She has also issued statements that her focus will also be on climate change, much needed in the calamity capital of the world, which is the Philippines.

          We wish her well as she brings science, research and a world of wisdom into governance. The nemesis of “groupthink” is finally here.

            President Ferdinand “Bongbong” Marcos Jr. has discussed with members of his administration’s legal team the International Criminal Court’s investigation of the war on drugs in the Philippines during the Duterte administration.

            According to Saleema Refran’s report on “24 Oras”, Justice Secretary Boying Remulla and Solicitor General Menardo Guevarra said it was up to the Palace to disclose the administration’s next step as regards the ICC probe.

            Present during the meeting were Foreign Affairs Secretary Enrique Manalo, Justice Secretary Jesus Crispin “Boying” Remulla, Solicitor General Menardo Guevarra, Chief Presidential Legal Counsel Juan Ponce Enrile, Executive Secretary Vic Rodriguez, and former Duterte spokesman Harry Roque.

            The meeting happened more than a week after the ICC based in The Hague “invited” the Philippines to provide observations on the ICC prosecutor’s request to reopen the investigation into the killings attributed to the war on drugs.In an order dated July 14, the ICC gave the Philippines until September 8, 2022 to provide any observations on the planned reopening of the probe.

            The ICC then instructed its prosecutor—represented by Karim A. A. Khan and Colin Black—to submit any response to the observations of the Philippines by September 22, 2022.

            It also instructed the Victims Participation and Reparations Section (VPRS) to coordinate with victims and their legal representatives, and collect their views by September 8, 2022.

            While he deferred to Malacañang to make the formal announcement, Remulla said that based on his opinion, the ICC no longer has jurisdiction over the country as the Philippines already exited the treaty.

            It can be recalled that the Philippines, under President Rodrigo Duterte, withdrew from the Rome Statute that created the ICC in 2018.

            “It’s my opinion that they have no jurisdiction over our country when it comes to these things that they want to investigate because we are any longer members of the ICC,” Remulla said.

            “If we are part of the treaty, then we accede to the treaty but we’re not anymore part of it. We’ve withdrawn from it,” he added.

            Guevarra said he would leave it to Marcos to disclose the decision.

            “The only agenda was the government’s position on the ICC investigation, but I’d rather leave it to the President to make any disclosure at this time,” Guevarra said.

            “The state, as distinguished from the government or its officials, whether past or present, has a fundamental interest in the ICC case,” he added. -Sundy Locus/NB, GMA News

              Humihiling ngayon ng proteksiyon ang pamilya ni Dr. Chao-Tiao Yumol, suspek sa Ateneo campus shooting sa Quezon City, matapos na barilin at mapatay sa Lamitan, Basilan nitong Biyernes ang kanilang padre de pamilya.

              Umaga nitong Biyernes nang pagbabarilin sa labas ng kanilang bahay sa Lamitan si Rolando Yumol, retiradong pulis, at ama ni Chao-Tiao.

              Nakatakas ang mga salarin sakay ng motorsiklo.

              Sa ulat ni Chino Gaston at Efren Mamac sa GMA News “24 Oras,” umapela si Muykim, ina ni Chao-Tiao, kay Pangulong Ferdinand “Bongbong” Marcos Jr., na tulungan sila dahil sa natatanggap daw nilang impormasyon sa banta sa kanilang buhay.

              “Mayroon pong bali-balita na pinag-iingat na ho kami, na iisa-isahin na raw kami,” sabi ni Muykim.

              “Sana matulungan kami ni Presidente ‘Bongbong’ Marcos, nasa panganib na ang buhay namin. President, maawa po kayo sa amin. Nasa threat ho ang buhay naming lahat,” pakiusap niya.

              Ayon pa sa ginang, marami ang nagpapayo sa kanilang pamilya na mag-ingat.

              “Gusto ko bumalik yung asawa ko. Yung tao lang ho namin ang nag-aasikaso wala ho kaming ibang ano roon. Pati yung mga tao namin natatakot na rin, yung mga tao namin hindi namin kadugo,” sabi ni Muykim.

              Hindi pa tukoy ng mga awtoridad ang motibo sa nangyaring pagpaslang kay Rolando.

              “Sa mga kababayan natin sa Lamitan, maging mahinahon po tayo. Huwag po tayong magpadalos-dalos, mag-suspect kung may alitan man sila in both parties. Sa ngayon po sinisikap natin makahagilap ng impormasyon. Under thorough investigation pa po yung kaso na ito,” ayon kay Lamitan City Police chief Police Lieutenant Colonel Tadzhabel Managola.

              Patong-patong na kaso ang isinampa ng pulisya laban kay Chao-Tiao dahil sa pagbaril at pagpatay kina dating Lamitan Mayor Rose Furigay, executive aide nito na si Victor Capistrano, at Ateneo security guard na si Jeneven Bandiala.

              Nasugatan din ang anak ni Furigay na si Hannah, na kabilang sana sa mga magtatapos na law students ng unibersidad noong Linggo.

              “We believe that we have a strong case [against Dr. Yumol] considering all the evidence and testimonies we gathered. All these are leading to the suspect we have under custody,” ayon kay PNP Officer-In-Charge Police Lieutenant General Vicente Danao Jr.

              “As of now, the suspect remains in the custody of the QCPD. We assure that the suspect is afforded his constitutional rights, at the same time no special favors will be granted to him,” dagdag niya.

              Kasabay nito, itinanggi ni Atty. Quirino Esguerra, ang mga espekulasyon na may kinalaman ang pamilya Furigay na kliyente niya, sa nangyari kay Rolando Yumol.

              “Wala pong basis na related [ang pagpatay kay Rolando] sa [Ateneo shooting] incident,” ani Esguerra. “At saka uulitin ko, hindi po nila nilagay ang batas sa kanilang kamay.”

              Samantala, sa panayam ng Super Radyo dzBB, sinabi ni Basilan Provincial Police Director Police Colonel Pedro Martirez, inatasan niya ang kapulisan na higpitan ang pagbabantay sa pamilya Yumol at maging sa pamilya Furigay.

              “Meron tayong tropa na nagbabantay sa kaniya kahapon. Sinabihan siya na ‘wag masyadong lalabas. Hintayin munang bumalik ang tropa natin para mabigyan sila ng protection,” sabi ng opisyal patungkol kay Rolando.

              “Unfortunately ‘yun na, di rin inaasahan. Meron din siyang nakuhang baril sa kanya pero naunahan kasi. Apat na tama ng bala sa kanyang likuran at mabilis ang pangyayari. Nakaalis na agad ang mga suspect na nakasakay sa motor,” dagdag nito.

              Napag-alaman din ni Martinez na umalis na umano sa lugar ang pamilya ni Rolando.

              “Accordingly, ‘yung family po ng biktima na si Rolando Yumol, wala na po sa area. ‘Yung asawa at isang anak. Wala na po sila doon pero binabantayan pa rin natin ‘yung bahay na pinangyarihan ng krimen,” pahayag nito.— FRJ, GMA News

                Si Abe, na masugid na tagasuporta ni PBBM, ay naniniwalang marami raw na positibong plano si PBBM sa ekonomiya ng bansa, batay sa mga nasabi nito sa SONA. Ayos lamang daw kung maraming mga hindi nabanggit ang pangulo gaya ng war on drugs, anti-corruption, paglaban sa komunismo, at iba pa.

                Kinontra naman umano ito ni Pastor Quiboloy dahil wala umano itong silbi kung hindi mapupuksa ang insurgency sa bansa. Hindi umano ito nabanggit sa SONA ng pangulo. Sana raw ay binanggit ito ng pangulo dahil tila mawawalan daw ng pangil kung isasantabi lamang, lalo’t nasimulan na umano ito ni dating Pangulong Rodrigo Duterte.

                Tila hindi umano “bumenta” kay Abe ang mga nasabi ni Pastor Quiboloy.

                Maya-maya, nagpasalamat si Abe sa 15 taon niyang serbisyo sa SMNI. Hinubad daw niya ang kaniyang suot na lapel at saka nag-walk out. Tila nagdabog daw ito dulot ng mataas na emosyon.

                Sinagot naman ni Pastor Quiboloy ang isyu sa pamamagitan ng mga tanong ng mga netizen sa kaniya, Hulyo 26, na binasa naman ng host nito.

                “May sarili po akong opinyon eh. Eh kasi hiningi niya ang aking opinyon tungkol sa SONA. Sinabi ko na ‘di ba? Inulit nila sa Usapin ng Bayan,” ayon sa pastor.

                Ang punto raw ni Abe, kung babanggitin ni PBBM lahat ng mga plano niya sa bayan, matatapos umano ito ng tatlong oras.

                “Sino ang pinatututsadahan niya roon? Ako?! Ako ang unang nag-comment eh. Ako ang unang ipinahiya niya sa TV. Ako eh nakikinig lang, nakita ba ninyo akong nakikialam sa mga programa ng SMNI? Nakikialam ba ako sa Usaping Bayan? Pero pinahiya mo ako sa TV, sa aking mga comments, o opinyon ko, sinalungat mo at isa kang correspondent ng SMNI, eh talagang sasagutin kita publicly,” giit ni Quiboloy.

                “Hindi kita babastusin, sasagutin lang kita.”

                “Opinyon mo? Eh opinyon ko rin ito. Programa mo ‘yan? Eh estasyon ko ‘yan,” banat pa ni Quiboloy. “Nagpo-programa lang siya sa estasyon ko. Kailangan igalang niya muna ako at ang opinyon ko. Kung may opinyon siya na sarili niya, eh huwag niyang salungatin ang chairman niya. Kasi hindi naman pagkakampi-kampi kung kanino itong opinyon ko. Hindi naman ako binabayaran sa opinyon ko.”

                Bilang chairman ng SMNI, talagang sinusubaybayan daw ni Quiboloy ang lahat ng programa. Kapag alam na niyang mali ang nangyayari, talagang panghihimasukan na niya ito.

                “Hindi ninyo puwedeng gamitin ang SMNI para sa sarili ninyong opinyon na hindi na objective! Hindi puwede sa SMNI ‘yun.,” giit ng pastor.

                  MANILA – The Philippine National Police (PNP) on Friday called on the public to avoid speculations on the attack that resulted in the death of the father of the suspect in the July 24 shooting at the Ateneo de Manila University (ADMU).

                  “So far, it is speculative to assume its direct relation to the shooting incident that happened last Sunday at the Ateneo de Manila University,” PNP public information office chief, Brig. Gen. Roderick Alba said in a press statement.

                  He said the Lamitan City, Basilan police is now investigating the incident.

                  In a spot report, the Police Regional Office-Bangsamoro Autonomous Region (PRO-BAR) said the victim, Rolando Yumol, 69, was standing in front of his house on Rizal St., Barangay Maganda in Lamitan City when two motorcycle-riding suspects shot him shortly before 7 a.m. on Friday.

                  The victim, a retired police officer, was declared dead on arrival at the Lamitan District Hospital for multiple gunshot wounds.

                  Recovered from the crime scene were three empty caliber .45 shells and a caliber .45 pistol taken from the victim’s possession.

                  Rolando’s son, Chao Tiao, a physician, was indicted by Quezon City prosecutors on charges of murder and frustrated murder for gunning down former Lamitan City mayor Rosita Furigay, her executive assistant Victor Capistrano and security Jeneven Bandiala ahead of the commencement rites of the Ateneo Law School.

                    MANILA, Philippines — Justice Secretary Crispin Remulla is considering transferring high-risk inmates at the New Bilibid Prison (NBP)’s maximum security compound to the Sablayan Prison and Penal Farm in Occidental Mindoro.

                    During yesterday’s visit to the Bureau of Corrections and the NBP in Muntinlupa City, Remulla said that he borrowed a friend’s helicopter to visit the Sablayan prison even before he took over the reins of the Department of Justice (DOJ).

                    “One of the things that I inspected was the transfer of those from the maximum security compound to a place that seldom has visitors so that it would be easier to take care and secure those” who have been convicted by the courts to have committed of heinous crimes such as kidnap for ransom, rape, murder, and large-scale drug trafficking, Remulla said.

                    Seeing the location and large grounds of the Sablayan prison, the DOJ chief believes that it would be a better place for the NBP’s maximum-security inmates.

                    One way to stop “those with evil plans,” according to Remulla, is for BuCor personnel to sacrifice the use of cell phones.

                    Remulla said he told BuCor chief Gerald Bantag that “we have to really limit the communications. We have to make sacrifices because these are temptations.”

                    A BuCor employee would have difficulty resisting a large bribe, he added.

                    As for the NBP, Remulla said he intends to convert it into a national government center.

                      MANILA, Philippines — The Philippines has detected its first case of the monkeypox virus, the Department of Health announced Friday.

                      The infected person is a 31-year-old Filipino who arrived from overseas on July 19. Beverly Ho, the agency’s deputy spokesperson, said the case had prior travel to countries with documented monkeypox cases.

                      The case who tested positive on July 28. The patient’s clinical information and gender were not disclosed.

                      According to Ho, the country’s first monkeypox case is undergoing strict isolation and monitoring at home.

                      Authorities identified 10 close contacts, including three from the case’s household. The close contacts are not manifesting any symptoms and are being monitored.

                      “The DOH assures everyone our public health surveillance systems are able to detect and confirm monkeypox cases,” Ho said.

                      The health official added the government is securing vaccines to protect people from getting monkeypox. But she stressed that not everyone needs to be immunized against the virus.

                      Global health emergency

                      The World Health Organization declared Saturday the monkeypox outbreak a global health emergency. More than 18,000 cases of monkeypox have now been reported from 78 countries.

                      According to the WHO, monkeypox spreads from person to person through close contact with someone who has a monkeypox rash, including through face-to-face, skin-to-skin, mouth-to-mouth or mouth-to-skin contact, including sexual contact.

                      Most — but not all — cases in the current outbreak were men who have sex with men. A study published in the New England Journal of Medicine last week found that 98% of infected people were gay or bisexual men, and 95% of cases were transmitted through sexual activity.

                      But experts say the transmission of the disease appears to mainly happen during close, physical contact, and monkeypox has so far not been labelled a sexually transmitted infection (STI).

                      Experts also warn against thinking that only one community can be affected by the disease, stressing that it spreads through regular skin-to-skin contact, and also through droplets or touching contaminated bedding or towels in a household setting.

                      “We need the public to be vigilant, particularly the key population groups who are at most risk… There is a very clear need to be more careful about how we interact with particularly sexual intimate contact,” Ho said.

                      “We’re working closely with those groups so they will have better preparations, risk perception that this is a disease that would probably concern them more than the general population,” she added.

                      Symptoms of monkeypox include fever, intense headache, swelling of lymph nodes, back pain, muscle aches, lack of energy, and rash that can be found on the face, palms of the hands, soles of the feet, eyes, mouth, throat, groin, and genital and/or anal regions.

                      Sen. Risa Hontiveros called on the administration to double the surveillance capacity of the DOH and improve the screening of suspected monkeypox cases, but she expressed confidence in the current DOH leadership.                           The average inflation for 2022 is projected to range from 4.5 to 5.5 percent, following the uptick in fuel and food prices as a result of the ongoing Russia-Ukraine conflict and the disrupted supply chains.

                          It is slightly adjusted to 2.5 to 4.5 percent in 2023, and is seen to return to the target range of 2.0 to 4.0 percent by 2024 until 2028.

                          Dubai crude oil price is expected to settle at 90 to 110 USD per barrel in 2022, 80 to 100 USD per barrel in 2023, and 70 to 90 USD per barrel from 2024 onwards as oil supply is expected to catch up and stabilize over the medium-term.

                          The Philippine peso is projected to average between 51 to 53 PhP per US dollar in 2022 and 51 to 55 PhP per US dollar from 2023 onwards due to aggressive monetary policy tightening by the US Federal Reserve, market aversion amid the Russia-Ukraine conflict, and again, increased global oil prices.

                          Lastly, exports of goods are expected to grow by 7 percent in 2022, and 6 percent from 2023 to 2028.

                          On the other hand, imports of goods are projected to grow by 18 percent in 2022, 6 percent in 2023, and 8 percent from 2024 to 2028.

                          I have instructed the NEDA to coordinate with other agencies and work on the Philippine Development Plan for 2023 to 2028 and to submit to me the complete blueprint and progress of its implementation not later than year-end.

                            In the educational sector, I believe it is time for our children to return to full face-to-face classes once again.

                            The Department of Education, led by our highly able Vice President Sara Duterte, [applause] is now preparing for its implementation in the upcoming school year, with utmost consideration for the safety of students, as we are still in the middle of the COVID-19 pandemic.

                            We must ensure that our classrooms are safe for teachers, for students, and the entire academic community when they return to face-to-face classes.

                            We continue to encourage everyone to get their booster shots in preparation for the resumption of in-person classes.

                            This is one of the reasons I have directed the Department of Health (DOH) and the Department of the Interior and Local Government (DILG) to undertake another rollout of booster shots.

                            The condition and availability of school rooms for our students must also be addressed, again, in coordination with the Department of Public Works and Highways.

                            Though some complications have arisen over the question of repair of school buildings in relation to the Mandanas-Garcia ruling, this will be ironed out.

                            We have been in discussion with local government leaders, Governors and Mayors, in the last few weeks to determine, with the LGUs, what is actually practicable, what functions belong to the LGUs and what belong to the National Government.

                            There have also been lengthy discussions on the continuation and viability of the K to 12 school system. We are giving this a careful review, and all necessary inputs and points of view are now being considered.

                            In the longer term, we are instituting a program of refresher courses and re-trainings for our teachers so they can stay abreast of the rapid growth in technology, especially in this post-pandemic world. [applause]

                            As for the ‘horror’ stories that we have heard about the poor quality of educational materials and supplies that are being given to our schools – this must end!

                            Our children must always be equipped with the best that we can provide.

                            These skills and this knowledge are necessary for our young people to be able to compete in a highly technological and competitive world.

                            The raw talent is there in our young people. It is up to our educational system to develop and to refine that great pool of talent.

                            Foreign employers have always favored Filipino employees because of our command of the English language. This is an advantage that we must continue to enjoy.

                            The internet has now become the global marketplace. Not only for goods services but also for ideas, even extending to our own personal interactions.

                            The language of the internet – for better or for worse – is English. Therefore, the question of our medium of instruction must be continuously re-examined to maintain that advantage that we have established as an English-speaking people.

                                President Rodrigo Duterte and Department of Transportation (DOTr) Secretary Art Tugade led the reopening of the Philippine National Railways (PNR) San Pablo-Lucena Inter-provincial Commuter Service, Saturday.

                                Almost a decade after its last operation in October 2013, the public can start retaking the San Pablo-Lucena line beginning Sunday, June 26, 2022.

                                This commuter line will reduce travel time between San Pablo and Lucena to 30 minutes from the usual one-hour travel time.

                                The San Pablo-Lucena line will have two main stations and four flag stops and will be serving four municipalities and one city in the provinces of Laguna and Quezon.

                                The 44-kilometer inter-provincial railway commuter line is vital in “restoring” the PNR Bicol or “Bicol Express”, which will link Metro Manila and the provinces in Southern Luzon, including Laguna, Quezon, Camarines Sur, and Sorsogon.

                                DOTr, in a statement, said, “A few days left before the Duterte administration’s term comes to an end, our enthusiasm and commitment to give a more convenient and comfortable life to every Filipino remain firm. Indeed, this is the legacy that the Duterte administration and the DOTr, under the leadership of Secretary Art Tugade, will leave behind.”

                                    Four Filipino sailors were among the survivors in a collision between a Korean ship and a Taiwanese vessel in the waters of the Pacific Ocean between Papua New Guinea and Solomon Island on June 8.

                                    Among the Filipino survivors were Mark Anthony Camense, Jhoecel Asturias, Jovencio Mariano, and Marielo Bautista.

                                    In a video shared by Camense to GMA News, the Korean Reefer Ship Momyo sank after it was hit by the Taiwanese vessel Viva Fafa.

                                    According to the Filipino survivors, they went fishing and were about to return to Solomon Islands when the incident happened.

                                    “Akala nga namin hindi na kami makalabas kasi ammonia.,” Camense said.

                                    Asturias added they were only able to save their cellphones.

                                    The incident is already being investigated, the Filipino sailors said.

                                    Bautista, meanwhile, said the incident cannot be called an accident because the captain of the Taiwanese vessel allegedly did not want to turn on their radar. “Nakasara lahat ng radar.”

                                    The four sailors are currently in Taiwan.

                                    President-elect Ferdinand “Bongbong” Marcos Jr. says he’ll employ a tactic of his late father, former President Ferdinand Marcos Sr., in order to address the current fuel price crisis.

                                    This tactic involves using diplomacy to essentially get whatever advantage the Philippines can from other countries in terms of procuring petroleum products from them.

                                    “Malaking problema itong nangyari na nagtataasan ang presyo ng lahat ng petroleum products. Wala naman tayong magawa, we just have to take whatever price we’re getting,” Marcos told reporters during a press briefing Monday afternoon, June 20.

                                    “But hopefully…I remember in the last oil crisis, 1973 oil crisis, napakiusapan naman natin ang mga kaibigan natin sa oil-producing countries na medyo pagbigyan tayo in terms of the credit, in terms of the payment period and things like that. In fact, we will pursue that again, sa diplomacy side naman yun,” he said.

                                    Incidentally, ever since the elections were finished and it was clear that he had won the presidential race, Marcos has kept himself busy by hosting courtesy calls with various foreign diplomats.

                                    He said he has already begun to explore possible deals with these envoys. “Lahat nung kausap kong mga ambassador inumpisahan ko na.”

                                    “Sinasabi, baka mayroon tayong pwede pag-usapan in terms of…all of them who have supply of gas, who have supply of oil, I already opened the discussion with them dahil we have to explore na lahat, we have to explore everyone,” he noted.

                                    The envoys from South Africa and Nigeria are examples of diplomats that Marcos recently spoke to on the subject of petroleum product procurement or development.

Naaresto ng mga operatiba ng National Bureau of Investigation sa inilatag na entrapment operation sa Dagupan City, Pangasinan ang suspek na si Jennifer Gumapos.

                                          Isinagawa umano ng NBI ang operasyon matapos dumagsa sa kanilang tanggapan ang mga nabiktima umano ni Gumapos, kabilang ang OFW na si Amanda, hindi niya tunay na pangalan.

                                          Ayon kay Amanda, sa kagustuhan niyang lumago ang pinaghirapan niyang pera na kaniyang naipon, ipinasok niya itong puhunan kay Gumapos na umaabot sa P1.9 milyon.

                                          “Nanghihinayang ako kasi nakuha ko yung pera na ‘yon sa pawis din. Nag-OFW ako up to now babalik pa rin ako para maging OFW,” saad niya. Isa pang biktima ang nagsabi na umabot sa P38 milyon ang naipasok niyang puhunan kay Gumapos, at mayroon pa siyang mga kamag-anak na nabiktima rin.
