The House Committee on Dangerous Drugs will issue a subpoena for the owner of a warehouse in Mexico, Pampanga where authorities last month seized 530 kilograms of shabu with an estimated street value of ₱3.6 billion.
The name “Willy Ong” surfaced during the panel’s hearing Monday on the series of major drug hauls in Pampanga in recent months. Ong is the owner of the warehouse in Barangay San Jose Malino.
Former Mexico town Mayor Teddy Tumang admitted that Gomez was a co-terminus employee of the municipal government during his tenure. Tumang was dismissed by the Office of the Ombudsman in August.
“Nakikita ko po Mr. Chair, parang iyung municipality of Mexico is very privy to the activities of Mr. Willy Ong starting from the barangay all the way up to municipality. Now Roy Gomez Mr. Chair is a very close confidant of Mayor Tumang, since Mayor Tumang was the one who approved the building permit, who approved the occupancy permit, so I am very sure and according to statements and they also admitted that they had few conversations, dalawa po sila nina Kapitan [San Jose Malino Barangay chairman Ramonito] Bautista and Mayor Tumang,” Surigao del Sur Rep. Johnny Pimentel said.

During the public hearing, NBI officials also clarified that the contraband discovered inside an abandoned vehicle outside a supermarket in Mabalacat, Pampanga last August was not shabu, contrary to what was reported by the media.
Ross Jonathan Galicia, head of the NBI’s task force against illegal drugs, said the vehicle contained tea bags filled with dimethyl sulfone, an ingredient for making shabu.
“We did not claim that those substances found were shabu. The media came out that it was suspected methamphetamine hydrochloride, but the NBI never claimed those were shabu,” Galicia told the panel.
“Those substances were found to be dimethyl sulfone, which is a shabu extender. It only shows that there’s a clandestine shabu laboratory in the Philippines right now and those substances we were able to seize will be used in the manufacture of illegal drugs.”

The owner of the warehouse in Mexico, Pampanga — where over 500 kilograms of shabu were seized — apparently bought the land from the brother of the former Mexico town mayor, Teddy Tumang.
The barangay captain said a building permit was issued to warehouse owner Willy Ong.
Ong is also the owner of the company called Empire 999 Realty Corporation.
The drugs were discovered after Bureau of Customs, National Bureau of Investigation and Philippine Drug Enforcement Agency allowed a shipment from Thailand to be delivered from Port of Subic in Zambales.
Authorities then tracked the shipment down to the warehouse where it was delivered.
The warehouse was in Mexico town and it was owned by Ong.

For Senator Raffy Tulfo, Barangay Captain Jimmy Patal did not do his job correctly.
“Kasi kung ginawa mo ‘yung trabaho mo nang tama, hindi na sana lumalala pa ‘yung sitwasyon ni Ma’am Elvie. Kaya siya lumala nang lumala dahil naging pabaya ka,” Tulfo said.
“Kung ako… sampahan ka dapat ng kaso, dereliction of duty,” he added.
Patal, meanwhile, denied neglecting to help Vergara. He said he had ordered a female barangay tanod to clean Vergara up but that her employer had arrived mere minutes after she did.
“Basta po siya madungis po. Akala ko ay naligaw na taong grasa. So ‘yun po ang utos ko sa tanod ko ay linisan si Nanay Elvie. Tapos hindi pa po siya, sinasabi ko pa pong ganoon, dumating na po ‘yung amo niya na si Mr. Ruiz,” he said.
Patal also denied calling her employer, saying the latter told him that he had been following her.
“Hindi pa nga po siya nakakapagsalita, dumating na po ‘yung kanyang amo at sinabi po niya sinusundan niya at nakaalis po sa kanyang tindahan,” he said.

Justice for Aling Elvie: Senator Jinggoy Ejercito Estrada laments that even though Republic Act No. 10361 (RA 10361), also known as the ‘Batas Kasambahay Act,’ was enacted 10 years ago, cases of maltreatment and abuse of domestic helpers persist in the country.
During the inquiry of the Committee on Justice and Human Rights on Tuesday, August 22, 2023, regarding the severe maltreatment of househelp Elvie Vergara, Estrada raised the question of whether there is a need to amend the law and impose heavier penalties against abusive employers to better protect domestic helpers.

Senator Jinggoy Ejercito Estrada has fulfilled his promise to provide financial assistance to Silvera “Elvie” Vergara, a kasambahay who accused her employers of severe battery and maltreatment.
After appearing in the Senate Committee on Justice and Human Rights hearing on her case on August 22, 2023, Vergara met with Estrada, who is also the father of the Batas Kasambahay Act.

At the hearing of the Senate Justice and Human Rights Committee Tuesday (August 22) on the plight of househelp Elvie Vergara, barangay captain Jimmy Patal recalled Vergara going to the barangay hall after escaping from her employers, Jerry and France Ruiz.
Patal said Vergara looked disheveled and like a homeless person (taong grasa) when she arrived. Jerry Ruiz went to the barangay hall a few minutes later to fetch the househelp, he added.
Senator Robin Padilla said Patal should’ve inquired about Vergara’s situation at the barangay hall instead of letting Ruiz pick her up easily.
At the time of her visit to the barangay hall, Vergara didn’t rat on her employers for abusing her. She eventually lost her sight and teeth from their repeated maltreatment.
“Hindi ba automatic yun na tatanungin mo yung dalawang partido, na yan ang SOP (standard operating procedure)?” Padilla said.
The neophyte senator was incensed further when he saw Patal scratching his head in response to senators’ questions.
“Wag mo ko ganon-ganonin sa tenga. Uupakan kita maniwala ka sa akin!” Padilla told Patal. “Parang sinasabi mo na di mo ginagawa ang trabaho mo. Tinanong mo ba si Nanay? Hindi mo ginawa ang trabaho mo. Dapat po tinanong niyo.”

Sen. Raffy Tulfo on Tuesday grilled the barangay chairman of Mamburao, Occidental Mindoro for lapses when he called up the employers of abused helper Elvie Vergara after the escape and even allowed her to return to the house where she was continuously battered when she asked for help in 2021
During the Senate committee on justice and human rights inquiry into Vergara’s supposed maltreatment, the helper said she briefly escaped the Ruiz family and sought the help of Mamburao barangay captain Jimmy Patal.
However, Vergara said Patal purportedly called up the family and informed them of her whereabouts, leading to her immediate return and confinement.
For his part, Patal claimed that Vergara was found by her employer even before she could report about the abuse and maltreatment she experienced.
“Si nanay Elvie po nadatnan ko po sa barangay talagang nakakaawa po tignan so una ko pong [ginawa] sinabihan ko po yung tanod ko pong babae na linisan po at palitan ng damit dahil di ko po kilala siya [..] akala ko po ay naligaw na taong grasa,” the barangay captain recounted.

Senator Jinggoy Ejercito Estrada vows to take decisive action to hold the alleged tormentors of kasambahay Elvie Vergara accountable for the violent and inhumane acts she suffered at their hands.
Estrada, the father of the Batas Kasambahay Act, otherwise known as Republic Act No. 10361, interviewed Vergara during the August 18 (Friday) episode of his online show “JingFlix,” and pledged to provide legal and financial assistance to her.

Sinasabi sa aklat ng Mga Gawa 13:38, “Dapat ninyong malaman na sa pamamagitan ni Hesus ay ipinapahayag namin sa inyo ang balita na tayo’y patatawarin ng Diyos sa ating mga kasalanan.”
Ano ba ang kapatawaran at bakit natin ito kailangan? Ang salitang “pagpapatawad” ay maihahambing sa paglilinis sa ating nakaraan. Kapag nakagawa tayo ng kasalanan sa ating kapwa, humihingi tayo ng tawad upang manumbalik ang ating dating magandang relasyon.
Ang kapatawaran ay ipinagkakaloob natin sa isang tao hindi dahil karapat-dapat siyang patawarin kundi dahil ito ay pagpapakita natin ng ating pag-ibig, awa at biyaya sa kanya. Ito ay isang desisyon upang mawala ang ating sama ng loob sa ating kapwa sa kabila ng ginawa niya sa atin.
Sinasabi ng Biblia na lahat tayo ay nangangailangan ng pagpapatawad ng Diyos. Tayong lahat ay nagkasala. Ayon sa Mangangaral 7:20, “Walang taong nabubuhay sa daigdig na gumagawa ng mabuti at hindi nagkasala.” Sinasabi rin sa 1 Juan 1:8, “Kung sinasabi nating wala tayong kasalanan, dinadaya natin ang ating sarili at wala sa atin ang katotohanan.”
Ang kasalanan ay pagrerebelde sa Diyos, (Mga Awit 51:4). Dahil dito, mahalagang makamtan natin ang kapatawarang galing sa Diyos. Kapag hindi natin nakamtan ang kapatawaran para sa ating mga kasalanan, walang katapusan tayong magdadanas ng kaparusahan ng Diyos sa apoy ng impiyerno dahil sa ating mga kasalanan (Mateo 25:45; Juan 3:36).
Paano ko makakamtan ang kapatawaran?
Ang ating Diyos ay mapagmahal at mahabagin. Handa niya tayong patawarin sa ating mga kasalanan. Sinasabi sa 2 Pedro 3:9, “Hindi nagpapabaya ang Panginoon sa pagtupad sa kanyang pangako gaya ng inaakala ng ilan.
Ang totoo’y binibigyan lamang niya ng pagkakataon ang lahat na manumbalik sa kanya, sapagkat ayaw niyang mapahamak ang sinuman.” Nais ng Diyos na patawarin tayo kaya gumawa siya ng paraan upang atin itong makamtan.
Ang karapatdapat na kabayaran para sa ating mga kasalanan ay kamatayan. Sinasabi sa unang bahagi ng Roma 6:23, “Sapagkat ang kabayaran ng kasalanan ay kamatayan.” Walang hanggang kamatayan ang naging bunga ng ating mga kasalanan. Ayon sa plano ng Diyos, ang Diyos ay naging tao – si Hesu Kristo (Juan 1:1, 14).
Doon sa krus namatay si Hesus sapagkat binayaran niya ang parusa na tayo ang dapat na tumanggap dahil sa ating mga kasalanan at pagsalangsang sa Diyos. Sinasabi sa 2 Corinto 5:21, “Kailanma’y hindi nagkasala si Kristo, ngunit alang-alang sa atin ay itinuring siyang makasalanan upang maituring tayong matuwid ng Diyos sa pamamagitan niya.”
Ang kamatayan ni Hesus ang siyang naging daan upang mapatawad ang kasalanan ng mga tao sa mundo. Sinasabi sa 1 Juan 2:2, “Siya mismo ang ibinigay na handog para sa kapatawaran ng ating mga kasalanan, at hindi lang ng ating mga kasalanan kundi pati na rin ng kasalanan ng buong mundo.”
Muling nabuhay si Hesus mula sa mga patay at ito ay isang katibayan na napagtagumpayan Niya ang kasalanan at kamatayan (1 Corinto 15:1-28). Purihin ang Diyos dahil sa kanyang kamatayan at muling pagkabuhay na mag-uli, dahil dito, ang ikalawang bahagi ng Roma 6:23 ay nagkatotoo, “ang kaloob ng Diyos ay buhay na walang hanggan sa pamamagitan ni Kristo Hesus na ating Panginoon.”
Gusto mo bang mapatawad ng Diyos ang lahat ng iyong mga kasalanan? Inuusig ka ba ng iyong konsensiya dahil sa iyong mga nagawang pagkakasala? Ang kapatawaran ay maaangkin mo kung mananampalataya ka kay Hesu Kristo bilang iyong tagapagligtas.
Sinasabi sa Efeso 1:7, “Sa pamamagitan ng dugo ni Kristo ay tinubos tayo, na ang ibig sabihin ay pinatawad ang ating mga kasalanan. Ginawa niya ito ayon sa kadakilaan ng kanyang biyaya na ipinagkaloob sa atin.” Binayaran ni Hesus ang ating mga pagkakasala tayo ay mapatawad ng Diyos.
Ang kailangan mong gawin ay hilingin sa Diyos na patawarin ka dahil sa nananampalataya ka na namatay si Hesus sa krus upang ikaw ay mapatawad ng Diyos. Kahanga-hanga ang mensahe ng Juan 3:16-17 na nagsasabi ng ganito, “Gayon na lamang ang pag-ibig ng Diyos sa sanlibutan, kaya ibinigay niya ang kanyang bugtong na Anak, upang ang sumampalataya sa kanya ay hindi mapahamak, kundi magkaroon ng buhay na walang hanggan.
Sapagkat sinugo ng Diyos ang kanyang Anak, hindi upang hatulang maparusahan ang sanlibutan, kundi upang iligtas ito sa pamamagitan niya.”
Ganito ba kadali ang kapatawaran?
Oo, ganito kadali para sa atin dahil naging napakahirap para sa Panginoong Hesu Kristo. Tiniis Niya ang lahat ng hirap at sakit upang hindi na tayo hatulan ng Diyos kung ilalagak natin ang ating pagtitiwala sa Kanya.
Hindi mo maaaring bilhin sa Diyos ang iyong kapatawaran. Sumampalataya ka at matatanggap mo ito sa dahil lamang sa habag at biyaya Diyos. Kaya kung nais mong ilagak kay Hesu Kristo ang iyong pagtitiwala bilang iyong Tagapagligtas upang makamtan ang kapatawaran mula sa Diyos, narito ang isang modelong panalangin na maaari mong sabihin sa Diyos ng iyong buong puso. Tandaan mo lamang na walang panalangin ang makapagliligtas sa iyo kundi ang Diyos lamang sa pamamagitan ng Kanyang Banal na Espiritu.
“O Diyos, inaamin kong nagkasala ako laban sa iyo at nararapat lamang na ako ay Iyong parusahan. Salamat na inako ni Hesus ang aking mga kasalanan at tiniis ang parusang dapat na ako ang magdanas upang ako’y Iyong mapatawad. Tinatalikuran ko ang lahat ng aking mga kasalanan at nagtitiwala ako ngayon kay Hesus para sa aking kaligtasan. Salamat po sa iyong kahanga-hangang biyaya at kapatawaran. Salamat po sa buhay na walang hanggan. Amen.”

As the Finance Subcommittee B tackled the proposed 2024 budget of the DA on Thursday, October 5, 2023, Tulfo called for a probe on the agency’s reported award of at least P230 million in contracts to an agricultural product wholesaler which allegedly failed to meet their obligations.
Tulfo also questioned the firm’s capability after noting that it was only able to deliver 1,300 bags of fertilizers out of the 40,000 purchased by the government before asking for an extension.

May napakaliwanag na sagot ang Biblia patungkol sa pagkakaroon ng buhay na walang hanggan. Una, kailangan nating kilalanin at aminin na nagkasala tayo sa Diyos. “Sapagkat ang lahat ay nagkasala at walang sinumang karapat-dapat sa paningin ng Diyos” (Roma 3:23).
Lahat tayo ay nakagawa ng mga bagay na hindi mabuti sa paningin ng Diyos, kaya nararapat lamang na parusahan Niya tayo. Dahil ang lahat ng ating mga kasalanan ay paglaban sa walang hanggang Diyos, ang kanyang kaparusahan sa mga nagkasala ay walang hanggan din naman. “Sapagkat kamatayan ang kabayaran ng kasalanan, ngunit ang kaloob ng Diyos ay buhay na walang hanggan sa pamamagitan ni Cristo Hesus na ating Panginoon” (Roma 6:23).
Si Hesu Kristo na walang anumang nagawang kasalanan (1 Peter 2:22), at walang hanggang Anak ng Diyos ay nagkatawang tao (Juan 1:1, 14) at namatay upang bayaran ang kaparusahang nararapat para sa ating mga kasalanan.

Sapagkat kung sasampalataya tayo sa kanya at magtitiwala sa kanyang pagkamatay sa krus para sa kabayaran ng ating mga kasalanan, patatawarin ang ating mga kasalanan at bibigyan tayo ng buhay na walang hanggan sa piling ng Diyos sa langit.
“Gayon na lamang ang pag-ibig ng Diyos sa sanlibutan kaya ibinigay niya ang kanyang bugtong na anak, upang ang sumampalataya sa kanya ay hindi mapahamak, kundi magkaroon ng buhay na walang hanggan” (Juan 3:16). “Kung ipahahayag mo sa iyong mga labi na si Hesus ay Panginoon, at manalig ka ng buong puso na siya’y muling binuhay ng Diyos, maliligtas ka” (Roma 10:9).
“Tanging ang pananampalataya kay Cristo at sa kanyang ginawa sa krus ang tunay na daan patungo sa buhay na walang hanggan, at ito ay kaloob ng Diyos, hindi mula sa inyo. Hindi ito dahil sa inyong mga gawa kaya’t walang dapat ipagmalaki ang sinuman” (Efeso 2:8, 9).
Kung gusto mong tanggapin si Hesu Kristo bilang iyong Panginoon at Tagapagligtas, narito ang isang simpleng panalangin. Tandaan mo lamang na hindi ang panalanging ito ang makapagliligtas sa iyo kundi ang Diyos sa pamamagitan ng pagbuhay ng Banal na Espiritu sa iyong espiritu. Sabihin mo sa Kanya ng buong puso,
“O Diyos, inaamin kung nagkasala ako laban sa iyo at nararapat lamang na ako’y Iyong parusahan. Ngunit inako ni Hesus ang aking kasalanan at tiniis ang parusa na ako ang dapat dumanas. Nagtitiwala ako na sa aking pagsampalataya sa kanya ay mapapatawad mo ako. Pinagsisihan ko at tinatalikuran ang aking mga kasalanan at magtitiwala ako kay Hesus para sa aking kaligtasan. Mr. President, nakakahindik po ang ibabahagi ko sa inyo ngayong araw, and it is a matter of grave urgency that I am afraid could not be postponed. This is a harrowing story of rape, sexual violence, child abuse, forced marriage perpetrated on minors by a cult in the Municipality of Socorro, Surigao del Norte.
Napakaganda po ng Munisipyo ng Socorro. Kilala para sa Sohoton Cove at Lagoons, at katabi lang din ng sikat na isla ng Siargao. Pero sa likod ng likas na ganda ng munisipyong ito, ay may kakila-kilabot na sikreto.
Matagal na ang People’s Organization na ang pangalan ay Socorro Bayanihan Services. Kilala ito dati sa pagiging civic organization na nagsusulong ng bayanihan sa munisipyo ng Socorro. Ngunit, noong 2017, nag-iba ang hugis at anyo ng organisasyong ito.
Ayon sa mga taga-Socorro, kasama ang mismong Mayor ng munisipalidad, nagsimula ang kulto noong may isang dise-syete na taong gulang na bata na grinoom para maging susunod na di umanong tagapagligtas. Noong Pebrero 2019 niyanig ang Surigao del Norte ng isang lindol. Nakakita ng oportunidad si Senyor at ang kanyang mga handlers. Sinabihan niya ang mga tao na sumama sa kanya sa bundok na ang tawag ay Kapihan dahil iyon daw ang langit. At ang hindi sumama sa kanya ay masusunog sa impyerno.

Pero mayroon din po kaming nakalap na impormasyon na ang totoo at mas malaking source of funding ng kulto na ito ay droga. In fact po, kung tama ang sources, ang motibasyon kung bakit tinayo ang kulto na ito ay para maging human shield dahil nailagay sa narco-list ang pasimuno ng organization na ito na si Karren Sanico at ang kanyang dating business partner na yumaong Municipal Circuit Court Judge, na pinaslang di umano dahil sa kanyang pagkasangkot sa droga noong 2019. Si Mamerto Galanida ay naihamig di umano nila Sanico at naging bahagi din ng masterminds ng grupo.
In July of this year, Mr. President, may walong bata po na nakatakas na sa kulto at nasa kanlungan ng LGU at DSWD. Nagbuo ang Municipal Mayor ng Socorro na si Mayor Riza Timcang ng task force para gumawa ng aksyon laban sa kultong ito.
Ngunit makapangyarihan po ang kulto and this, Mr. President, is the urgency of the issue I am talking about. Gamit ang kanilang pera at impluwensya, kinakasangkapan po nila ang mga magulang na myembro pa nila at nagsasampa po sila ng HABEAS CORPUS na mga kaso para maibalik ang mga bata sa kulto.
Nag tagumpay na sila sa isang bata at itutuloy po nila isa isa hanggang makuha po nila lahat. Ang mga bata na po mismo ang nagmamakaawa na huwag na silang ibalik sa kulto. Bakit nga naman nilang gugustuhing bumalik sa isang komunidad, sa isang lider na nanloloko, nanggagahasa, at nananakit?
Mr. President, this cult is not a cult in the shadows of Surigao. Sila po ay nagtatanim ng impluwensya nila sa Manila at sa iba pang bahagi ng bansa. Ang kanilang binuong performing group, ang Omega de Salonera, ay nanalo pa sa isang international festival sa Korea, ang dahilan kung bakit pinarangalan sila dito sa Pilipinas.
Si Senior Aguila mismo – ang rapist ng mga bata, ang facilitator ng child marriage – ay nakatapak pa sa ating Senado at nagpapicture pa sa atin na mga Senador. Alam ko, hindi natin ito alam, mga colleagues. Dahil lagi naman may nagpapapicture sa atin.
Mr. President, this situation is so urgent na agad pong lumipad ang aming team sa Socorro to understand and vet the issue. And what we have learned is dire and despicable.
WE NEED TO SAVE THOSE CHILDREN. It is our duty not just as senators, but also as parents, as human beings, to save children in most need of our help. We managed to raise the age of sexual consent, we passed the law penalizing child marriage, we strengthened protections against child trafficking.
Now, real children are in danger. And time is of the essence.
Despite reports of 12 Chinese vessels spotted in the vicinity of Ayungin Shoal, seemingly obstructing the area, it is reassuring to note that no untoward incidents were reported during the Armed Forces of the Philippines’ (AFP) resupply mission to its military outpost on BRP Sierra Madre.
This underscores the significance of upholding international agreements and promoting peaceful coexistence in disputed areas. It also demonstrates the dedication, professionalism, and unwavering commitment of our troops to meet the needs and maintain operational readiness in remote and challenging locations.
We hope that such missions can proceed without interruption, allowing our military personnel to carry out their duties without unnecessary obstacles. We call upon all parties involved to prioritize peaceful resolutions and respect for international law.

Committee Chairperson Rep. Elizaldy Co (Party-list, AKO BICOL) reiterated the role of OMB in promoting good and ethical governance, “The Ombudsman serves as a bridge between the government and the governed, ensuring that public services are delivered efficiently, fairly, and without prejudice.”
Ombudsman Martires assured the panel that the OMB would prioritize filling up unfilled positions, including the hiring of lawyers in the provinces to make services more accessible to the Filipinos.
Ombudsman Martires also explained that the agency’s confidential funds are spent on case investigations. He said that a certification on the use of confidential funds can be issued to ensure transparency and accountability.

The Senate of the Philippines strongly condemns the continued harassment of Filipino fishermen and the persistent incursions in the West Philippine Sea as they urge the Philippine government to take appropriate action in asserting and securing the country’s sovereign rights over its exclusive economic zone (EEZ).
Crossing party lines, the 24-member Senate adopted Resolution No. 718 prodding the Department of Foreign Affairs (DFA) to bring China’s harassment of Filipino fishermen in the Philippine EEZ and its continued violation of the landmark July 12, 2016 ruling of the Permanent Court of Arbitration to international attention.
All members of the Senate were made co-authors of the resolution.
“We came out with a strong consensus yesterday after discussions with the West Philippine Sea task force, together with the Armed Forces of the Philippines Chief of Staff [Gen. Romeo] Brawner, [Jr.] and DFA Sec. [Enrique] Manalo. We never watered-down the resolutions that we filed. We actually strengthened the resolutions that we filed… We strengthened the position of the government. Now, we gave them several options to choose on how to deal with our neighbors in the north,” Senate President Juan Miguel “Migz” F. Zubiri, co-sponsor of the resolution, pointed out.
“The beauty of this is with proper consensus and consultations among our colleagues, we come out unanimous with these options. We stand by each other and for the country regardless of political color, regardless of where we come from. We are together when it comes to the sovereignty of the country,” he said.
Sen. Risa Hontiveros, co-sponsor of the measure, thanked her colleagues for the concerted effort to not only make the WPS issue a part of their national conversation but also to ensure that the government takes the necessary steps to consolidate global support over the 2016 The Hague ruling.
“This bipartisan effort tells the Filipino people that when it comes to matters of national sovereignty, we will never be bullied into submission,” Hontiveros stressed.
In a nutshell, the Senate wants the DFA to continue holding dialogues with the Chinese government in pushing for recognition and respect of the Philippines’ sovereign rights over its EEZ and in pursuing the formulation of the Code of Conduct for the South China Sea based on international law and the United Nations Convention on the Law of the Sea (UNCLOS).
Furthermore, the Senate laid down several courses of action for the DFA in addressing the harassment of Filipino fishermen, Philippine Navy, and the Philippine Coast Guard:
1. Bringing international attention to China’s harassment of Filipino fishermen in the Philippine EEZ and its continued violation of the Hague Ruling and the UNCLOS;
2. Utilizing international fora to rally multilateral support for the enforcement of the Hague Ruling and raise awareness on the real situation in the WPS;
3. Engaging like-minded countries in various international organizations, meetings, and other fora to call on China to respect the Hague Ruling and the UNCLOS; and subject to necessity and prudence;
4. Filing a Resolution before the United Nations General Assembly, to call for the cessation of all activities that harass Philippine vessels and violate the Philippines’ established rights in the West Philippine Sea;
5. Pursuing such other diplomatic modes as the DFA may deem appropriate and necessary.
“It is hereby resolved by the Senate of the Philippines to strongly condemn the continued harassment of Filipino fishermen and the incursions in the West Philippine Sea by the Chinese Coast Guard and militia vessels, and to urge the Philippine Government to take appropriate action in asserting and securing the Philippines’ sovereign rights over its EEZ and continental shelf, and to call on China to stop its illegal activities in accordance with the United Nations Convention on The Law Of The Sea and the 2016 Ruling of the Permanent Court of Arbitration,” the resolution read. Senator Cynthia Villar’s statement during the Public Hearing of the Committee on Justice and Human Rights joint with the Committees on Agriculture, Food, and Agrarian Reform; and Finance:
“In 2016, Congress passed RA 10817 ” The Agris Smuggling Act” which I authored. The cut of amount to be declared as economic sabotage and non-bailable if P10M for rice and P1M for other Agri-products.
I read in the papers of smuggling of more than cut off amount and yet no smugglers was charged with economic sabotage. In addition,during the onion crisis, the production cost of onion is at maximum of P25/kg and yet being sold at P600-P700/kg.
There is really hoarding, price manipulation and cartel. We are amending the Anti- smuggling Act to give more teeth to it and to include hoarding,price manipulation and cartel as economic sabotage and non-bailable.
We intend also to create an Anti-Smuggling Court to ensure the proper implementation of the law. This is the subject of the hearing today.”
For Senator Cynthia Villar, the only deterrent to smuggling in the country is to send smugglers behind bars while they are being tried before a special court.
Whether the smugglers are convicted or not, as long as they are jailed, Villar stressed when the Senate committees on justice and agriculture tackled on Tuesday her bill seeking the creation of anti-smuggling courts that will handle economic sabotage cases.
“Ang interest namin is criminal because this is economic sabotage, non-bailable. We want that because yung mga made-demanda dito mayayaman,” the senator pointed out during the hearing.
“The only magagawa mo sa kanila para mapatigil sila is makulong sila kasi yung mayayaman ayaw makulong,” said Villar, who is the richest member of the Senate.
The senator also pointed out that filing cases against smugglers would be futile if they could pay their way out of jail.
“That’s the only deterrent to smugglers that they be filed criminal cases and then makulong sila,” she said.
Being in jail while pending resolution of cases is already enough punishment against these smugglers, according to Villar.
“Kahit hindi namin sila masentensyahan but during the time of the period of the cases, nakakulong sila. That’s enough punishment for them because they are rich people. They don’t care about money. They earn a lot of money,” she went on.
The senator also sees no reason why the government would not spend money for anti-smuggling courts when it has been creating departments that “are purely overhead.”
Her proposal, on the other hand, would surely benefit the farmers and consumers and even the public as a whole in the long run, Villar stressed.
Under her bill, the anti-agricultural smuggling courts would be tasked to try cases involving smuggling, hoarding, profiteering and cartel of agricultural products. Senate of the Philippines/ Inquirer.net

“(Ang) nararamdaman ko parang bulkan itong naghihintay sumabog dito sa lugar na ito. Palagay ko sa sarili kong maliit na opinyon, parang kailangan na po talaga na kayo rito ng military,” dagdag niya.
Ipinunto ni Padilla na sa Art. VII Sec. 18 ng Saligang Batas, “the President shall be the Commander-in-Chief of all armed forces of the Philippines and whenever it becomes necessary, he may call out such armed forces to prevent or suppress lawless violence, invasion or rebellion.”
Ayon kay Padilla, bukod sa pagpaslang kay Governor Roel Degamo, marami ring biktima ng kalunos-lunos na krimen, kasama na ang mga sibilyan na humihingi lang ng ayuda.
“Masukal po ang mga usaping ito ngunit sa lahat ng testimonya, damdamin, at emosyong bumuhos sa ating pagdinig, hindi po nawawala ang tampok na problema: ang kawalan ng tiwala sa ating kapulisan, ang patuloy na impunity sa Negros, at ang pagsira sa pangalan ng institusyon dahil sa mga scalawag o kalawang na patuloy na sumisira sa pundasyon ng PNP,” aniya.
“Ang mga indibidwal na ito ay minsang pinagkatiwalaan ng tungkuling pangalagaan ang ating bansa, sinanay at ginastusan ng gobyerno para magsilbi sa publiko. Ang paggamit po ng kanilang kadalubhasaan upang isagawa ang gayong kasuklam-suklam na krimen ay hindi po katanggap-tanggap,” dagdag niya.
Sumang-ayon si Pamplona Mayor Janice Degamo na balo ng gobernador, sa mungkahi ni Padilla na napapanahon ang “military control” bagama’t hindi sa punto ng martial law.
“If that would hasten gaano katagal bago truly one can feel wala na talaga ang intimidation, para sa akin in my personal point of view ok ako kung ganoon na lang muna,” aniya.
Ayon naman kay DOJ Undersecretary Hermogenes Andres, sang-ayon din siya na “urgent” na ang sitwasyon sa Negros Oriental.
