The National Economic and Development Authority (NEDA) said that having MECQ for another 2-weeks will worsen hunger and unemployment.

Acting Socioeconomic Planning Secretary Karl Kendrick Chua presented a a cost-benefit analysis of two weeks of modified enhanced community quarantine or its equivalent, should the administration choose to implement MECQ amid the surge of COVID-19 cases.

Chua said that the number of hungry Filipinos would rise by 58,000 from the current 3.2 million, added that the number of unemployed Filipinos would climb by 128,500 from the current 506,000.

It also pegged non-COVID deaths at 78,599; and foregone treatment for high burden diseases at 75,000.

In exchange, a 2-week MECQ will prevent up to 266,194 new cases of COVID-19, and stop up to 4,738 new deaths or 1.38% of the new cases. It will also prevent 11,626 new severe or critical cases.

Talaga po ang karanasan natin mas marami po ang nagugutom, mas marami ang namatay sa ibang mga kadahilanan kaysa sa COVID-19 kung ipagpapatuloy po natin ang economic lockdown.

So ang ginawa po natin instead ni-limit po natin ang mobility pero at the same time hinahayaan nating bukas ang ekonomiya nang tayo po ay makapaghanapbuhay lahat ‘no. At ang anyo naman po ng COVID-19 ay maski ikaw ay tamaan, gaya ko asymptomatic, pupuwede pa ring magtrabaho huwag lang sana manghawa ng iba; so puwedeng magtrabaho in isolation ‘no.

So iyon po ‘no, hindi naman po sa kawalan ng ayuda ‘yan. Kung talagang kinakailangan, nothing is etched in stone, kung talagang kinakailangan at ito’y hindi maging sapat eh baka konsiderasyon pa rin iyan. Pero sa ngayon po, talagang kinikilala na natin ang problema ng pagkagutom na magriresulta kapag sinarado po natin ang ekonomiya. So pigilan natin ang mobility pero hayaan nating maghanapbuhay ang lahat.

MMDA CHAIRMAN ABALOS: I would just like to add ‘no that mayroon pa rin pong lockdown but these are just granular lockdowns which the mayors still is more effective because in a way ‘no, iyon ang clustering of cases ang nalilimitahan mo, bibigyan pa ng ayuda ‘yan ng gobyerno through the mayors and of course the healthy population can still go to work – and this where you calibrate the health with the economy. It’s still being done, the lockdowns, but it’s on a micro level, granular. Tingin namin mas effective po ito.

SEC. ROQUE: Alam mo hindi lang naman Pilipinas ang nag-i-implement, Chairman at saka Trish, ng granular ‘no. Sa buong mundo iniiwasan na rin talaga nila iyong naging total lockdown na lahat tayo ay gumawa ‘no at ngayon po talagang tinututukan iyong granular. Ganiyan din po ang ginagawa ngayon ng Indonesia at kung hindi po ako nagkakamali sa France at ilang lugar ng Spain, granular din po ang kanilang lockdown. So tama po si Chairman Abalos, tuloy pa rin naman po ang ating lockdowns, ginawa lang nating granular and localized.

Sir, some businesses are asking, magkakaroon daw po ba ng ayuda because as I understand restricted iyong movement so technically magkakaroon daw ng impact sa kanilang income since walang masyadong customers, at least iyong foot traffic is lesser. Will there be aid for business in any form, maybe a loan, a moratorium on payments or cash aid?

SEC. ROQUE: Tuluy-tuloy naman po iyong ating mga supports lalung-lalo na sa small and medium enterprises ‘no. Mayroon nga po tayong government-owned corporation, iyong Small and Medium Corporation na talagang nagpapautang pa rin at lahat po ng ahensiya ay patuloy pa rin iyong mga pagbibigay. Ang DOLE po natin patuloy iyong pagbibigay ng TUPAD dahil ang dami pong nawalan ng trabaho maski ang ginagawa natin ngayon ay hindi natin sinasarado ang industriya para nga makapagpatuloy na magtrabaho iyong mayroon pang mga trabaho, eh talagang record high din po iyong mga walang trabaho.

So wala pong tigil ‘yan pero in terms of iyong sinasabi mong ayuda na gaya ng binigay natin sa ECQ, dahil hindi naman po natin pinipigil magtrabaho ang ating mga kababayan eh hindi na po tayo dapat magbigay ng ganoong ayuda dahil puwede pong maghanapbuhay ang lahat. Pero I understand iyong mga local governments po, iyong mga subject to localized and granular, nagbibigay po rin sila ng ayuda.

Ang Nueva Ecija ay nagpapatupad ngayon ng mahigpit na mga checkpoints sa buong lalawigan bunsod ito ng pagtaas ng mga kaso ng UK variant ng COVID-19 sa Metro Manila at mga kalapit probinsiya.

13 NA CHECKPOINTS SA NUEVA ECIJA, IPINATUTUPAD Nagtalaga na ng 13 border control sa buong lalawigan ang Nueva Ecija Provincial Police Office simula ngayong araw March 22, 2021.

Ito ay matapos na aprubahan ng NE Inter-Agency Task Force sa pamumuno ni Governor Aurelio Umali at PBGen. Valeriano de Leon ang rekomendasyon ni Acting Provincial Director Col. Jaime Santos Jr. na maghigpit sa naglalabas pasok sa lalawigan.

Prohibited under stricter GCQ

Hold any type of gathering – The only exceptions are religious services like weddings, baptisms, funeral services that are limited to 10 people.

Visit cinemas, arcades, museums, libraries, cultural sites, driving schools, as these will now be closed. Only open-air tourist attractions are allowed.

Indoor eating in restaurants – Only eating al fresco or outdoors is allowed and the restaurant must stick to 50% capacity limit, and impose a limit of two-per-table seating with physical distancing. Otherwise, you can do takeout or delivery.

Be outside your home from 10 pm to 5 am – This curfew covers the entire NCR+ Bubble but does not cover workers, cargo vehicles, and public transportation. Buying groceries and medicine is also allowed since these are considered essential activities.

Kids outdoors for exercise – Persons below 18 years-old can no longer go outside to exercise. However, the elderly, or those above 65 years old can still do outdoor exercise and outdoor non-contact sports. Persons with disabilities (PWDs) can do the same as long as they can present a prescription from their doctor or a PWD ID.

Isang 59-anyos na Filipino-American ang hinihinalang panibagong biktima ng “hate crime” sa mga may lahing Asyano sa Amerika matapos siyang gulpihin at mawalan ng malay sa San Francisco, California.

Ayon kay Yunchang, walang nawala sa kanyang gamit, pagkain, cellphone at wallet. Malinaw sa kanya na siya ay biktima ng isang hate crime dahil sa pandemya na nararanasan ngayon sa Amerika at sa buong mundo.

Narito ang ilang pahayag ni Yunchang:

“Kung ako ang tatanungin, sa palagay ko hate-crime eh. Kasi walang nawala sa akin. Pati ‘yung mga binili kong pagkain, ‘yung wallet ko, ‘yung cellphone ko na nalaglag sa sahig, wala. Walang nawala.”

“Tinulak ako, eh, napasubsob ako. Nung pababa ako, sinuntok na ako, tuloy-tuloy na suntok. Nawalan ako ng malay, eh. Hindi ko alam kung gaano ako katagal nawalan ng malay.” 

“I was shoved to the ground and lost consciousness. After a while, I woke up and saw there was a lot of blood on the sidewalk and on my clothes, I was hit a lot so my face is so swollen.”

“Emotional pain. Nakakapanghinayang, eh. Kasi dati ang San Francisco, napakatahimik na lugar. Then, biglang magkakaganito. Hindi ko alam bakit nagkakaganito ang mga tao.”

“Before I felt at home here in San Francisco, but now not so much. Emotionally, it’s been a traumatic experience. I’m having a hard time sleeping and resting, and I still haven’t gone out to get my medicine because I’m so afraid.”

Hindi na raw maintidihan ni Yuchang ang sinasabi ng umatake sa kaniya dahil sa naramdamang sakit.

Nang magkamalay na, nandoon na ang mga pulis at nasa ambulansiya na siya.

Sa pahayag ng San Francisco Police Department, mayroon umanong saksi na nakakita sa nangyari kay Yuchang.

“A witness told officers that the suspect ran up to the victim and punched him in the head multiple times causing him to fall to the ground where he lay motionless,” ayon sa pahayag.

Matapos mamatay si Fr. Arnold Sta. Maria Canoza ng San Agustin Church sa Intramuros, Manila dahil sa COVID-19, isinailalim sa lockdown ang nasabing church.

Sa pahayag ng Augustinian Vicariate of the Orient, sinabi nila na sumakabilang-buhay ang 45 anyos na si Fr. Arnold Sta. Maria Canoza ngayong Linggo matapos tamaan ng COVID-19.

Sa ilalim ng GCQ ay muling ipinagbabawal ang mass gatherings, kabilang na ang religious gatherings. “Holding of weddings, baptisms, and funeral services shall be limited to 10 persons.”

Presidential Spokesperson Harry Roque, inanunsyo ang mas mahigpit na patakaran ng gobyerno vs. COVID-19 sa ilalim ng IATF Resolution No. 104

The national government will be imposing additional restrictions in Metro Manila and other areas under general community quarantine (GCQ) status from March 22 to April 4, 2021, Malacañang announced Sunday.

In a virtual presser, Presidential Spokesperson Harry Roque said additional restrictions were approved by President Rodrigo Duterte through Inter-Agency Task Force Resolution No. 104 due to a spike in coronavirus disease 2019 (Covid-19) cases in the country.

Starting Monday, Roque said Bulacan, Cavite, Laguna and Rizal will be joining Metro Manila under the GCQ classification.

He dismissed as “fake news” that there would be hard lockdown in Metro Manila and neighboring provinces.

“Wala po tayong lockdown. Fake news po yung sinasabi na magkakaroon tayo ng circuit breaker. Hindi po totoo ‘yan. Ang Metro Manila po ay manananitili under GCQ kasama po ang mga probinsya ng Bulacan, Cavite, Laguna, at Rizal (We won’t have a lockdown. Reports about a circuit breaker lockdown are fake news. That’s not true. Metro Manila will remain under GCQ along with the provinces of Bulacan, Cavite, Laguna, and Rizal),” he said.

Under IATF Resolution No. 104, he said only essential travel into and out of Metro Manila, Bulacan, Cavite, Laguna, Rizal will be allowed.

Roque described this as a “travel bubble” where residents will only be allowed to travel within their respective provinces.

“Bawal po ang pagbibiyahe papunta sa Metro Manila at mga probinsya ng Bulacan, Cavite, Laguna, Rizal at bawal din po lumabas ng Metro Manila at ng Bulacan, Cavite, Laguna, Rizal. Magkakaroon po tayo ng parang bubble dito sa NCR at probinsya ng Bulacan, Cavite, Laguna, Rizal (Traveling into and out of Metro Manila and the provinces of Bulacan, Cavite, Laguna, Rizal will be prohibited. We will have a sort of bubble in NCR, and the provinces of Bulacan, Cavite, Laguna, Rizal,” he said.

Travel of authorized persons outside their residences (APORs) such as essential workers, health and emergency frontline services personnel; government officials and government frontline personnel; duly-authorized humanitarian assistance actors; persons traveling for medical or humanitarian reasons; persons going to the airport for travel abroad, returning overseas Filipinos and overseas Filipino workers (OFWs) will be unimpeded for as long as they show their respective work identification cards.

Individuals crossing zones for work or business and going back home will also be allowed to travel to and from the said areas.

“Kung kayo ay uuwi, essential travel po ‘yun. Kailangan lang magpakita ng ID kung saan ka talaga nakatira (If you’re going back home that’s essential travel. All you need to do is show your ID to prove that you live there),” he said.

He expressed hope the public would understand that additional restrictions in the said areas were being done “for the common good.”

Public transpo retains capacity

Despite these additional restrictions, Roque said public transportation will retain current capacity subject to minimum health standards.

“Wala pong pagbabawas sa public transportation (There will be no limit to public transportation),” he said.

Biking and walking, he said, will also be encouraged.

Scheduled flights will not be canceled, however, he said non-essential travel including that for tourism, will be prohibited.

Public gatherings limited

All public gatherings, including religious gatherings, will be prohibited but weddings, baptism, and funerals will be allowed but must observe a 10-person venue capacity.

Current operational capacities of essential and non-essential services and industries will remain.

However, face-to-face meetings, group meals in workplaces will be prohibited. Instead, work-from-home and virtual meetings are encouraged.

Roque said the IATF resolution also enjoins the private sector to adopt similar alternative working arrangements as those in place in the executive branch of government such as operating on a 30 to 50 capacity.

Only outdoor dining allowed

As for dining, Roque said only outdoor dining will be allowed in areas under GCQ while indoor dining will be strictly prohibited.

“Pagdating po sa mga restaurants, ang papayagan lang po yung mga outdoor dining (When it comes to restaurants, we will only allow those with outdoor dining),” he said.

Outdoor dining must observe a maximum of 50 percent venue capacity.

Take out and delivery is encouraged, he added.

Wear masks at home

Although the economy will stay open, Roque said the IATF resolution will require persons below 18-years-old and above 65-years-old, those with comorbidities, and pregnant women to remain inside their residences at all times.

The IATF resolution also advises the wearing of face mask at home especially when living with elderly and vulnerable.

Accepting of visitors outside immediate family or household is strongly discouraged.

Operations of driving schools, traditional cinemas and video and interactive game arcades, libraries, archives, museums, and cultural centers, limited social events at accredited tourism establishments and limited tourism attractions will be temporarily suspended except open-air tourism attractions. (PNA)

Nagtungo sa lalawigan ng Camarines Norte si PNP Chief OIC Lt. General Guillermo Eleazar nitong araw ng Linggo upang magbigay pugay sa 5 pulis na nasawi sa encounter noong Biyernes ng gabi sa Barangay Dumagmang sa bayan ng Labo.

Kasama ni Eleazar ang iba pang matataas na opisyal ng PNP.

Sinalubong si Eleazar ng mga opisyal ng PNP Regional Office at ng Camarines Police Provincial Office.

Pagdating ay kaagad na pinuntahan ni General Eleazar ang mga labi ng limang pulis.

Isa isa nitong sinaluduhan ang mga patay na pulis. Kinausap din niya ang mga naulilang ama, ina, asawa at mga kapatid ng mga biktima.

Bayani ang turing kina Police Corporal Joey Cuartevos, 34-anyos; Patrolman Alex Antioquia, 26; Pat. Benny Ric Bacurin, 31; Pat. Jeremie Alcantara, 25; at PCpl. Roger Estoy, 28.

Nagkaroon din ng maikling progrma ang PNP kung saan ay ginawaran ng medalya ng kadakilaan ang limang nasawing pulis.

Nagbigay din ng tulong pinansyal ang PNP sa pamilya ng mga nasawi.

Bago magbigay ng mensahe si Gen. Eleazar, ilang ulit itong nahinto sa pagsasalita dahil hindi maiwasang mapaluha.

Sa mensahe ay sinabi nito na hindi na sana mangyari pa ang mga ganitong karahasan.

Magkaisa na raw sana tayo. Tayo nalang sa buong mundo ang may ganitong uri ng problema kung kaya’t hindi tayo umaasenso. Ang nangyari daw sa Barangay Dumagmang, Labo, Camarines Norte noong Biyernes ay dahil narin sa suporta o pakikipag ugnayan ng ilang residente sa mga komunistang New People’s Army, kung kaya’t hamon niya sa lahat ng nasa PNP na magkaisa at magtulungan na iparating sa mga tao na mayroong gobyernong nagmamahal sa kanila.

Dapat umanong iparamdam sa mga tao na nandito ang pamahalaan para tugunan ang mga problema nila upang hindi na sila pumanig sa mga NPA.

Dapat daw ay magkaisa ang mga lokal na pamalaan, PNP, at Armed Forces of the Philippines.

Nangako si General Eleazar na makakamit ng mga naulila ang hustisya.

Sa ngayon ay bumuo na ng Task Force Dumagmang ang PNP upang imbestigahan ang nangyari nitong Biyernes.

Ayon sa Philippine Army ay kasalukuyan silang nagsasagawa ng pagtugis sa mga NPA.

Matapos ang programa ay kinausap ni Eleazar ang mga pulis ng Camarines Norte, hamon niya sa mga ito ay tulungan ang mamamayan at iparamdam na mahalaga sila.

Masakit na katotohanan sa pagkatao ni Robredo binulgar ni Duterte

Taking a dig at Vice President Leni Robredo and Senator Panfilo Lacson, Duterte advised the officials to take a look at the charter, which he said “provides that foreign relations or foreign policy is vested on the president alone.”

Robredo had said that Duterte’s earlier remarks seeking payment from the United States government for the continuation of the Visit Forces Agreement was akin to extortion.  Lacson also issued a similar statement on social media.

“Kinakabahan ako if by chance mag-president ka.. . .  If by unfortunate chance you become president, please study more, you need a refresher course in law,” Duterte said.

Hindi inaprobahan ni Duterte ang muling pagbubukas ng ABS-CBN

President Rodrigo Duterte on Monday night said that he would not allow the National Telecommunications Commission to give ABS-CBN a license to operate even if the network is given a new franchise by Congress. advertisement

Duterte indicated the Lopez family should first settle its unpaid obligations.

“Congress is planning to restore the franchise. Wala akong problem kung i-restore ninyo but I will not allow them to operate. I will not allow the NTC to grant them the permit to operate,” Duterte said.

“Unless and until mabayaran ng mga Lopez ang taxes nila, I will ignore your frnachise and I will not give them the license to operate,” he added.

Lopez Holdings Corp. has said it had no outstanding loans with the Development Bank of the Philippines (DBP).

“Lopez Holdings Corp. does not have any unpaid obligations to the Development Bank of the Philippines or other government financial institutions,” it said in a statement in 2017.

President Rodrigo Roa Duterte convenes several Cabinet members to discuss the latest updates and developments in addressing the effects of the Coronavirus Disease 2019 (COVID-19) pandemic in the country.

As the government nears the acquisition of vaccines and prepares the logistical and human resource requirements, President Duterte reminds his countrymen to be very cautious and continue observing health and safety protocols since the threat of the virus still lingers.
He announces that no children ages 10-14 shall be allowed to leave their residences until further guidance from the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID).

SEC. ROQUE: Ano po iyong bagong update ninyo tungkol doon sa COVID-19 new variant?

DOH USEC. VERGEIRE: Yes, sir. Gusto lang ho namin magpakita noong update doon sa contact tracing na naisagawa na para dito sa variants. Mabilis lang po.

So for the 1,154 samples sequence from the latest strands sa Philippine Genome Center, iyong last week po, we were able to identify as you all know, 16 additional cases with the B.1.1.7 variant or the UK variant.

This is aside from the case that we have from Dubai, bringing the total to 17. These 16 additional cases were: 2 returning overseas Filipinos from Lebanon on the same flight; 13 from the Cordillera Administrative Region; and a case from Calamba City, Laguna.

First, our 2 returning overseas Filipinos are females aged 47 and 64. They arrived in Manila from Lebanon via PAL PR 8661 last December 29. They were tested and quarantined. When their results came back positive, they were placed in a facility for isolation.

They have finished the mandated isolation and were discharged last January 9 and 13 respectively. One returning overseas Filipino went home to Leon, Iloilo. The other ROF went home to Binangonan, Rizal as indicated in her details but we are still verifying this.

The other 14 cases were traced to 3 different municipalities. First, are 12 cases from Bontoc, Mountain Province – 7 were males, there were 3 aged less than 18 years and 3 aged more than 60 years old; 11 came from just one barangay. The earliest date of illness among all of these cases was on December 31; 3 remain admitted while others have completed their isolation.

We also have a 22-year-old male from La Trinidad, Benguet who was tested last January 7. He is asymptomatic and remains to be isolated in a Benguet temporary treatment and monitoring facility.

The last is a 23-year-old who was tested last December 10 and had already been discharged from isolation. He is from Region IV-A and we are following up on his contact details and the other contacts that he had been with.

So take note that based on the latest available data, our case from Calamba City is not linked to cases from La Trinidad or Bontoc. We are still verifying if there is a link between the La Trinidad case to the Bontoc cases.

So in this table, we would like to show the contact tracing done by the local government officials together with the DOH of the 12 cases of this UK variant. They identified 144 close contacts for these 12 cases.

We can see on this table that our UK variant cases were linked to each other and their exposure occurred at their household, in workplaces and in public places in the community. Eight of the UK variant cases were identified as close contacts of the 4 other UK variant cases.

There were 34 other confirmed cases among the close contacts of this UK variant cases. We are now securing the samples of these 34 positive cases for sequencing at the UP-Philippine Genome Center.

And our ongoing response activities – the lockdown in Bontoc was recommended that it be extended for another 2 weeks. There is further investigation of cases to see if there are linkages among these cases.

But initially, we were already able to identify 3 clusters of infection involving all of these contacts who turned positive and these 3 clusters had linkages with each other. So the contact tracing among all of these 16 new UK variant cases are ongoing and we will be providing information in the coming days.

VERGEIRE: Ito po ay bini-verify pa lang, Mr. Secretary, ‘no at atin pong alam na mayroon lang tayong umuwing kababayan noong December 13 at siya po ay nakabalik sa Bontoc Province on December 14. He had celebrations with his family and the other members of the community on December 25 and on the 26th he attended a ritual for their religious beliefs with other members of the community as well.

On December 29, he started feeling symptoms and in the succeeding days, all the other members who are close contacts experienced symptoms also. So iyon pa lang ho ang alam natin sa ngayon, atin pang bini-verify talaga ang original source of infection.

SEC. ROQUE: Maraming salamat, Usec. Vergeire. Nananawagan po ako sa ating mga kapatid diyan sa Bontoc ‘no, kung nakasama ninyo po iyong galing sa abroad na kababayan ninyo na ngayon po ay kumpirmadong nagkasakit, sana po kayo ay maging homeliners, mag-isolate na po kayo at kung mayroon po kayong nararamdaman na symptoms ay agarang pumunta sa pinakamalapit na DOH para kayo po ay mag-test.

Sharon Dacera, the mother of flight attendant Christine Dacera, said today in a televised interview that her daughter did not die of a “ruptured aortic aneurysm,” contrary to the findings of an official autopsy.

“For me, my daughter was raped,” Sharon said in an interview with the news program Headstart. “If you see the body of Christine, if you are the mother you will surely feel the pain suffered by Christine from them but my daughter cannot speak anymore because she died.”

The grieving mother said it was impossible for Christine to die of an aneurysm because the 23-year-old was “healthy.”

“In the medico-legal, you can see ma’am that there were lacerations on my daughter, bruises, how come it wasn’t written [in the autopsy]? It would be unfair. I cannot accept the autopsy that they had done,” she said.

The Dacera family is out to have the Philippine National Police’s medico-legal officer fired from his position for allegedly bungling the autopsy. The National Bureau of Investigation is conducting a second autopsy on Christine’s body, and the result is expected to be released sometime this week.

Sharon said in the same interview that she believed that her daughter’s drink was spiked by someone during the party. Rommel Galido, one of the suspects who attended the New Year’s Day hotel party where Christine was found dead, alleged that another suspect named Mark Anthony Rosales mixed something into the victim’s drink.

“Most probably there was [someone who did it]. I know Christine; my daughter isn’t like that. Maybe they took advantage of her kindness and her provincial ways. Christine really trusted them so much. I said, as a friend, they should not have betrayed Christine,” Sharon said.

Sharon also blamed everyone who attended the event at City Garden Hotel in Makati, and insisted they could have done more to save her daughter. One of the suspects said they did their best to save the victim, including doing cardiopulmonary resuscitation.

“When they learned that my daughter had a headache, there was a clinic at the hotel, they could have called the information desk. Why didn’t they do that? There was a crime, my daughter is dead. There was a crime,” she said.

“The ones responsible should be made to pay in the death of my daughter. That is justice for me,” she added.

JOSEPH MORONG/GMA7:  Okay, game, sir. Sa Sinovac, you seem to be very, very confident of Sinovac to the point na you’re sounding like a salesperson of Sinovac. Where is the confidence coming from?

SEC. ROQUE: Alam mo, ang strategic communication is not just giving information; it’s selling the truth – that’s what I do. It came from clinical trials in Turkey, it came from clinical trials in Indonesia and of course the UAE leader has had himself vaccinated already by the Chinese vaccine as well.

So the confidence is because the clinical trials have been conducted and because Sinovac is coming in February, we need to tell the people the truth that it has undergone very close clinical trials in countries other than China; and the fact that it has been given to the Chinese people.

JOSEPH MORONG/GMA7: Only to the Chinese people and it has not been used in the Philippines yet?

SEC. ROQUE: I have no information on that po.

JOSEPH MORONG/GMA7: Okay. Sir, if you are so confident about Sinovac, will the President—and this is in the backdrop of a very low confidence of vaccines sa mga Pilipino ‘no. If you are confident with Sinovac, will you allow the President or does he want to be vaccinated with Sinovac and you make this public like President Biden in the US and all the other leaders in the world to inspire confidence?

SEC. ROQUE: As I said, President Widodo po will have his Sinovac vaccine on the 13th of January. Si Presidente po malinaw, gusto nga niyang magpaturok kaagad. Gusto niya Tsino at saka Russian. Ang tinatanong niya, puwede bang pareho? Ang tingin ko, hindi. So kinakailangan mamili ang Presidente kung Tsino o Russian ang kaniyang ipatuturok. Pero dahil mauuna ang Tsino eh baka naman po ‘no na unahin niya ang Tsino.

JOSEPH MORONG/GMA7: Magsa-Sinovac siya, sir, and will this public?

SEC. ROQUE: As I said, I’m only right now speculating but what the President has said repeatedly is gusto nga niyang magpabakuna na ng Chinese and Russian, and ang tanong lang niya puwede bang pareho  which is—even if I’m not a doctor, parang ang sagot ko, hindi. So he will have to choose if he wants Chinese or he wants Russian.

JOSEPH MORONG/GMA7: Sir, what happened kasi parang biglang bumilis iyong Sinovac? Did we do something to speed up the arrival, the timeline of Sinovac in the Philippines?

SEC. ROQUE: My official answer is: I do not know. But the President did say, “Hindi ako makakaantay hanggang July.” Because at that time, ang in-announce was the western brands are coming in July and he said, “Kung ako naiinip eh lalo na iyong ordinaryong Pilipino.” So hindi ko na alam kung anong ginawa ni Presidente para mapabilis iyong dating ng Sinovac.

JOSEPH MORONG/GMA7: Sir, just a little bit more on Sinovac. Right now, ang status niya, sir, in terms of use, wala pa siyang EUA ‘no. And what steps are we taking to make sure that once it arrives in the country ay puwede na siyang gamitin?

SEC. ROQUE: If I’m not mistaken, parang mayroon nang application or at least preliminary steps have been taken by the Sinovac manufacturer or its agent to procure an EUA expecting nga that by February baka dumating na iyong Sinovac sa Pilipinas.

PIA RAÑADA/RAPPLER: Sir, just on Sinovac vaccine. Sir, has the government paid for or are we expected to pay for this Sinovac vaccine?

SEC. ROQUE: Well, I don’t know about the terms and conditions. But of course, we expect that it will be paid, but let’s see, maybe – just maybe, I’m just speculating – China will donate ‘no some of it. Let’s see because their Chinese Foreign Minister is coming. I do not know what he will say, but many of us are praying that perhaps some of these vaccines can be donated. After all, we do have very close relations with China.

PIA RAÑADA/RAPPLER: And then, sir, just on its EUA ‘no. So you were saying earlier that you expect Sinovac to apply for EUA. And an EUA requires 21 days at least for it to be issued. It’s already January, and you were saying we expect the Sinovac doses in February. So, sir, will we wait for an EUA before accepting the delivery?

SEC. ROQUE: Definitely, we will wait for the EUA before we administer. But we can do what Indonesia did – accept delivery and wait for the approval of regulatory authorities ‘no.

Pero let me just verify kasi I’m just not 100% sure, but let me just verify the status of Sinovac. I know they’re about to file; I do not know if they have in fact filed.

PIA RAÑADA/RAPPLER: Okay. And then, sir, last question not about the vaccine anymore. Sir, last week, Senate President Sotto was saying that the President told congressional leaders that he wanted to amend the Constitution to exclude certain leftist groups or groups that want the falling of the government from being recognized as partylists. Sir, can we just clarify: What exactly did the President say about this?

SEC. ROQUE:  I was not in the meeting. In fact, we were having I think another affair when that meeting happened; because I was aware of that affair but I had to choose ‘no—no, I think, I was sent to an event on behalf of the President. But I cannot dispute what Senate President Sotto said because he was present, and I will leave it at that because I have no personal knowledge otherwise.

TRICIAH TERADA/CNN PHILS: Sir, speaking of Sinovac ‘no. In an interview, Senator Lacson asked, I’ll quote him, “Ano ba ang special sa Sinovac, bakit parang iyon ang hinihintay natin, when other vaccines have applied earlier or have been available earlier?”

SEC. ROQUE:  Unang-una po, iyon ang vaccine na una nating nakuha, ang pinakauna po sa mga western brands at alam ko naman, dahil lantad ang colonial mentality nating mga Pilipino, eh July pa. So ang sabi nga ni Presidente – at iyon iyong petsa na sinabi kay Presidente ni Secretary Galvez noong bago naging malinaw na kukuha tayo ng Chinese vaccines – hindi siya makapaghintay, importante na maturukan na ang ating mga kababayan. Hindi nga kasi tayo makakuha ng mga western brands, kasi iyong mga mayayamang bansa binayaran na para ma-develop man lang iyong vaccine na iyon – iyon ang katotohanan. But I think the earliest date that the western brands will come in is in July. So there is nothing spectacular about Sinovac other than it’s been proven safe and efficient, 91.5 in at least three jurisdictions that we know of. Maski tatanungin po ninyo iyong mga eksperto, iyong mga vaccinologist, eh talagang inactivated po iyan, ibig sabihin, natural. Ito po ay pinahinang virus which is the traditional vaccines that we have known for the past 300 years.

Magandang balita po! Kung maalala ninyo, iyong buwan ng Nobyembre, tinanong ni Presidente, kailan ba makakarating iyang bakunang iyan sa Pilipinas? Ang sabi sa kaniya, July. Well, ang sabi ni Presidente, hindi katanggap-tanggap iyan dahil kung ako’y naiinip na, eh siguradong naiinip na rin ang buong sambayanang Pilipino.

At ngayon po, mayroon tayong magandang balita ‘no: Sang-ayon po sa Department of Health ay magkakaroon na po tayo ng ating unang 25 million doses of COVID-19 vaccine from Sinovac, at darating na ang bakuna sa Pilipinas sa susunod na buwan.

‘Di ba sabi ko sa inyo, ilang tulog na lang. Well, ito po literally, sa susunod na buwan ay parating na po ang bakuna.

Well, huwag naman kayong masyadong mag-celebrate diyan dahil ang paunang darating po ay 50,000 doses lamang ng vaccine galing sa Sinovac, pero at least magsisimula na rin po tayo. Ito’y in addition doon sa 15,000 na clinical trial na gagawin dito sa Pilipinas. Ibig sabihin, by February, at least 65,000 na ang mabibigyan ng bakuna.

Sa susunod na buwan po ng Marso, magkakaroon tayo ng 950,000 na additional doses ng nasabing Sinovac; at sa Abril, one million dose; sa Mayo, one million dose; sa June, two million – hanggang mabuo ang 25 million pagdating ng Disyembre.

Bakit ho ako tumigil doon sa June? Kasi pagdating po ng June, July, darating na rin po ang Pfizer, at ang July AstraZeneca. So bukas po doon sa ating timeline, makikita natin na pagdating ng June at July, biglang sisipa iyong dami ng mga bakuna na available sa ating bansa.

Pero mga kaibigan ha, dahil simula pa lang tayo eh huwag naman kayong magpabaya. Naku po, doon sa Quiapo, ang daming tao! Maya-maya po ay sasabihin ko kung ano ang pahayag ng ating Department of Health.

Pero samantala na tayo ay nag-aantay ng bakuna, kinakailangan po – anong sabi ng ating mahal na Presidente? – Mask, Hugas at Iwas.

Naku po, lahat ginawa ni Presidente para mapaaga iyong pagdating ng bakuna. Sabi niya, no way na July lang darating iyan. So ngayon, Pebrero. Talaga naman kapag ang Presidente ay nagsalita ay talagang heaven and earth ay imu-move natin para dumating ang bakuna sa sambayanang Pilipino.

Eh ano ba itong Sinovac na ito kasi ang mga kalaban ng gobyerno ay talagang walang tigil sa reklamo. Dati-rati, walang bakuna; ngayong nandito na ang bakuna, “Ay naku, hindi iyan ligtas.” Well, huwag po kayong makinig diyan sa mga walang matinong magawang mga kalaban ng gobyerno.

Alam ninyo po, kaya hindi dumaan sa clinical trial sa China mismo ang Sinovac at Sinopharm at Casino vac dahil po wala na silang halos kaso ng mga COVID. So nag-clinical trial sila abroad, doon sa mga maraming kaso. Eh pagdating po sa Sinovac na darating nitong Pebrero, ang sabi po ng Turkey, 91.25% efficacy rate. Okay? So ligtas at epektibo po ang Sinovac.

Dagdag pa po ng Turkey’s researchers, wala silang nakitang kahit anong major side effect; at tatlong milyong doses ng Sinovac vaccine ang in-order ng Turkey.  Sa ating mga kapitbayan dito sa ASEAN, dalawang milyong Sinovac vaccine naman ang kinuha ng Thailand at darating din ito sa kanila sa susunod na buwan ng Pebrero.

Samantala, ngayong buwan ay magsisimula na ang pagbabakuna sa Indonesia gamit din po ang Sinovac. Ito ay pangungunahan ni Indonesian President Joko Widodo sa Miyerkules, a-trese ng Enero. Nasa 125.5 million doses ang kinuha ng Indonesia mula sa Sinovac.

Base sa ginawang clinical trials sa Probinsiya ng West Java naman ‘no na isinagawa ng Sinovac kasama ang BioPharma ng Indonesia, nasa 91.25 effective ang nasabing bakuna – kapareho po ng resulta sa Turkey.

So mga kalaban ng gobyerno, well, manahimik na kayo. Paputok na naman iyan sa mga mukha ninyo. Kapag nag-survey na naman, kulelat na naman kayo, bokya na naman kayo, failure na naman kayo.

So anyway, itong mga clinical trials po na ginawa sa West Java at sa Turkey ay patunay na ligtas at mabisa ang Sinovac. Now, ito po ay bukod pa doon sa minimum na isang milyong mga Tsino na nabakunahan na ha. At by the time dumating po sa atin itong Sinovac, ang plano po ng mga Tsino ay mabakunahan na ang 50 million na mga Tsino bago dumating po ang Chinese New Year ng February 12.

So kapag binakunahan na ang unang tao ng Sinovac sa Pilipinas, 51 million na Chinese na po ang nabakunahan diyan. At napakadami na pong mga bansa ang nagpatunay na safe at epektibo po ang Sinovac.

Pumirma naman po—pangalawang mabuting balita po ito ha, doon sa mga kalaban ng gobyerno na nagsasabing wala pa tayong mga bakuna, well, mukhang kinakailangan na kayong manahimik dahil pumirma po ang pamahalaan ng Pilipinas, as represented by Vaccine Czar Secretary Carlito Galvez at Serum Institute of India (SII) at Faberco Life Services, Inc. ng isang kasunduan para sa 13 million doses naman po ng Covovax na magiging available sa Pilipinas simula 3rd quarter ngayong taon.

So makikita ninyo po bukas – pangako ko, bukas iyan ha – ipapakita ko beyond June kung ilan na iyong mga papasok na mga bakuna natin.

Ang SSI po ang pinakamalaking vaccine manufacturers sa buong mundo. Ito ay pumartner sa Novovax, isang US-based biotech company, para sa development commercialization ng Covovax vaccine.

Ang maganda po sa Covovax, kasama po ng mga Chinese vaccines, ay kinakailangan lamang ng two degrees centigrade to eight degrees centigrade ang standard temperature sa existing cold chain system sa Pilipinas. Iyong iba po kasing brand, lalung-lalo na iyong Pfizer, ay mantakin ninyo po, negative seventy (-70) ang kinakailangan.

Eh pati po sa Amerika na napakadaming nilang na-order, nasasayang po dahil from the factory to delivery, eh naku, hindi po nasusunod iyong cold chain. So sa mga mayroong colonial mentality na gusto ang Pfizer, well, puwede po kayong mag-antay pero ang ating warning po ay talagang diyan lang po iyan maibibigay dito sa Pilipinas sa mga major na siyudad kasi wala naman talaga tayong cold chain capacity outside of Metro Manila na -70; ang freezing po ay zero ‘no. Kasalukuyang nasa Phase 3 trials po ang Covovax sa United Kingdom, Estados Unidos at Mexico. At dahil marami tayong magiging tanong dito, kasama po natin ngayon walang iba kung hindi si Dr. Luningning Villa, medical director ng Faberco Life Sciences – ito po iyong local partner ng Serum Institute of India.

Tapusin lang po natin ang ating pag-uulat bago natin siya tawagin.

At tulad nang madalas kong binabanggit sa aking press briefing, natukoy na natin ang priority eligible population and areas for COVID-18 vaccination. Una, iyong mga matataas na lugar kung saan maraming COVID, siyempre po Metro Manila – champion pa rin tayo – Cordillera Administrative Region, Region XI at Region IV-A. At sabi nga po ni Secretary Galvez, kasama rin diyan po ang Cebu City at ang Davao City.

Base sa rekumendasyon ng IATF, sectoral priority ranking will be followed in geographical priorities. Alam na naman po natin ito, uulitin ko lang kasi nga iyong mga kalaban natin, sinasabi wala tayong mga plano. Habang nagsasabi silang walang plano, pumuputok sa kanilang mga mukha ang katotohanan.

Ang unang tranche po ay bakuna para sa frontline healthcare workers ng apat na nasabing rehiyon. Actually po, uubisin muna lahat ng healthcare workers bago sumunod sa susunod na lugar ‘no. Pagkatapos, susunod po ang mahihirap na mga lolo at lola. Siguro naman po walang magrireklamo diyan ‘no. Ang mga natitirang senior citizens at iba pang mahihirap na mga Pilipino at mga uniformed personnel.

Pinag-uusapan pa po kung mabibigyan din ng prayoridad iyong mayroong mga comorbidities gaya ng diabetes at heart condition. Mayroon lang pong pagtatalong nangyayari ngayon sa IATF, ako po, kasama ako doon sa kampo na nagsasabing dapat bigyan ng prayoridad ang may comorbidities; iyong kabilang kampo naman po nagsasabi, anyway, iyong mga senior citizens na karamihan ay may comorbidities ay mayroon na po silang prayoridad.

So tingnan po natin kung ano ang magiging desisyon ng IATF. Wala pa pong desisyon pagdating sa mga mayroong comorbidities. And if that is the case, then I would ask the PSG to just shut up. Do not answer. Invoke the right against self-incrimination at wala kayong makukuha. But the mask — I cannot talk also if the thing is covering my mouth. I cannot seem to express what I want to say in my heart.

Since March until now walang vaccine. The earliest is March. So kung March that is one year. All the time the lives of the people are in jeopardy of danger of getting the COVID.

So anong magawa mo kung Pilipino ka? If you are pre… I am not saying that they got the vaccine or not that is their worry because they can always say well, I did not have it, I refuse to… Pero sila because sa trabaho nila eh kailangan talaga ng — hindi sila makalapit sa akin. So ang close-in security ko wala.

Now, kung ‘yan ang sitwasyon nila, I would not be surprised — I’m not saying that they had it — but I will not be surprised kung talagang nagpa-injection sila. Inutusan ng Makati Prosecutor’s Office ang Makati Police na magsagawa pa ng malawakang imbestigasyon kaugnay sa pagkamatay ng flight attendant na si Christine Dacera, 23.

Si Dacera ay natagpuang wala nang buhay sa bathtub ng kuwarto nito sa City Garden Hotel, Makati City, noong January 1, 2021.

Ayon pa sa resolusyon ng prosecutor, dapat pakawalan na rin ng awtoridad ang tatlong nakapiit na akusado habang isinasagawa ang malawakang imbestigasyon sa insidente.

Ang tatlong nasa kustodiya ng Makati Police na dapat pakawalan kaagad ay sina John Pascual Dela Serna III, Rommel Daluro Galido, at John Paul Reyes Halili.

Sila ay mga matalik na kaibigan ni Dacera.

Sabi ni Prosecutor General Benedicto Malcontento, magsasagawa sila ng preliminary investigation sa January 13.

Dito ay ay busisiin nilang maigi ang sumusunod:

1. Nagahasa ba talaga si Dacera o kaya ay pinatay? At sinu-sino ang mga responsable?

2. Panggagahasa ba talaga ang totoong dahilan ng kamatayan ni Dacera o may iba pang kadahilanan?

Inatasan din ni Malcontento ang pulisya na magsumite ng karagdagang ebidensiya katulad ng DNA analysis report, toxicology/chemical analysis, at histopath examination report.

Ang resolusyon na ito ng Makati Prosecutor’s Office ay taliwas sa pahayag ng Philippine National Police (PNP) na “solved” na ang kaso.

PRRD New Year’s Greetings to Filipino Communities Abroad (video)

Philippine Ambassador to Bahrain Alfonso Ver reported on Wednesday that a total of 1,075 Filipinos have so far benefited from government assistance and Bahrain’s flexi visa system.

The flexi visa is a residence and work permit made available for migrants who have no legal immigration status in Bahrain.

Through the Philippine Embassy in Manama, the Department of Foreign Affairs (DFA) covered the cost of the payment of the visa fee for Filipinos who availed of the program.

“The original (Philippine government) funding for that would only cover lesser, but with the additional relief package during this pandemic, we’re able to stretch our budget and add more people that’s why we have this very big number,” he said in a virtual conference.

Foreign Affairs Undersecretary Sarah Lou Arriola said the flexi visa system is a “cutting edge” program as it addresses the controversial Kafala system by allowing illegal workers to acquire regular immigration status without an employer sponsor.

“And the Philippine government, I think, is the only government that has decided to spend government funds to regularize its citizens,” she said.

Arriola said aside from visa fees, the government also shouldered the first two monthly administrative fees of Filipinos who availed of the work permit.

The official expressed her appreciation to the Bahraini government for initiating the program, which she said has since empowered Filipino beneficiaries.

“It has really changed the pathway for migration and we are very thankful because (when we) talked to our people who became flexi visa holders, they said they felt free, they felt that they were empowered and that there is a second chance for migration,” she said.

Aside from labor policies, the Philippine government is also working with Bahrain to protect Filipinos from human trafficking, said Presidential Special Envoy to Bahrain Robert Eric Borje.

“As they say, the traffickers will always be very inventive, they will always be innovative, but it falls on the governments of the Philippines and Bahrain to do as much as we can, and we have been achieving success in this area,” Borje said.

“Again, prevention, interdiction, and prosecution is the key and it’s a continuing thing, it’s a commitment through the Global Compact on Migration,” he added.

Borje, Arriola, together with other Philippine representatives are in Bahrain for a four-day official visit that will end on Dec. 31.

Pinatahimik ni Sal Panelo si Leni Robredo sa mga batikos na ipinupula sa mga naganap na pagpaslang kay Mayor Perez at kay Raoul Manguerra ng Manila Police District Homicide Department.

The head of the National Bureau of Investigation (NBI) Counter-Terrorism Division was found suffering from a gunshot wound inside his office in Manila on Monday night and was pronounced dead on arrival at the hospital, authorities said Tuesday.

According to a report from the Manila Police District, Raoul Manguerra, 49, was found in his office with a gunshot wound in the abdomen at 11:39 p.m. Monday.

The NBI premises were immediately placed on lockdown after the incident. NBI deputy director and spokesperson Ferdinand Lavin also said the NBI director has already ordered a thorough investigation into Manguerra’s death.

Gabriela Partylist burado sa susunod na eleksyon dahil sa pagsuporta sa CPP-NPA

MANILA – The Commission on Elections (Comelec) has upheld a government anti-insurgency body’s petition seeking cancellation of the Gabriela Women’s Party’s registration in the party-list system for violations of the election law and the Constitution.

In an order dated November 27 and signed by presiding Commissioner Socorro B. Inting, the Comelec’s Second Division ruled that the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) “has the legal standing to file” a petition to void the registration of Gabriela Women’s Party for receiving foreign government funding and supporting terrorists’ activities.

The NTF-ELCAC, which was created under Executive Order No. 70 adopting a whole-of-approach against insurgency, also named Gabriela, Inc. and General Assembly of Women for Reforms as respondents in its petition filed before the Comelec in May last year.

The poll body’s ruling, however, does not yet resolve the main case brought by the government’s petition against the respondents.

Section 8 of the Rule 32 of the Comelec Rules of Procedures provides that upon verified complaint of any interested party “registration of any political party under the party-list system may be cancelled after due notice and hearing on the following grounds,” including acceptance of financial contributions from foreign governments and/or their agencies for activities related to elections.

The case stemmed from the document entitled “Overview of Non-Government Actors in the Philippines-Program 2017-2021,” shared by the Ministry of Foreign Affairs of the Kingdom of Belgium to Philippine delegates during a meeting in Brussels in February 2019.

“Said document revealed that the Belgian Government, through its accredited non-government organizations (NGOs) particularly G3W, also known as Viva Salud, funded the respondents,” the petitioner said.

It also cited the report of the Anti-Money Laundering Council, that from 2012 to 2016, the respondents received more or less PHP22.7 million.

“Respondent’s act is a blatant and direct violation of the Constitution which prohibits, in no uncertain and equivocal trend and qualifications, political parties, coalitions of political parties or organizations from receiving support from any foreign government,” the NTF-ELCAC said.

The NTF-ELCAC added that the respondents have violated the Constitution for their “acts of helping and supporting a declared terrorist organization”, referring to the Communist Party of the Philippines-New People’s Army (CPP-NPA).

At the same time, the petition cited the sworn statement of Edison Coloma Villanueva attesting that the Gabriela Party-list supports the outlawed advocacies and principles of the NPA.

“What is more revealing, Villanueva, in his salaysay (testimony), states that Gabriela utilizes its funds for the procurement of firearms and ammunitions for the CPP-NPA.,” it said.
