Ceasefire is DEAD! No ceasefire with Reds ‘ever again’

MANILA – President Rodrigo Duterte said he will not declare a ceasefire “ever again” with the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) for the rest of his term.

“There will be no ceasefire ever again under my term pagka-Presidente (as President). For all intents and purposes, ‘yung (the) ceasefire is dead,” Duterte said in his televised talk to the people late Monday night.

Duterte made the remarks four days after the Armed Forces of the Philippines (AFP) said it is not inclined to recommend any truce with the CPP-NPA this holiday season.

“The AFP — wishing and longing for a peaceful yuletide season for the Filipino people notwithstanding — will not recommend to the Commander-in-Chief (President Rodrigo Duterte) a holiday ceasefire with the Communist Terrorist Group (CTG),” AFP spokesperson Marine Maj. Gen. Edgard Arevalo said.

Arevalo noted the communist terrorists have been demonstrating insincerity in previous agreements.

“This was the AFP’s painful experience where the CTG reneged from their own ceasefire declaration by attacking and killing soldiers on humanitarian and peace and development missions,” Arevalo said.

Duterte said the request of the CPP and its political wing, the National Democratic Front (NDF), to form a “coalition government” prompted him to “walked away” from peace talks.

“I walked away from the talks because we cannot understand each other. Maybe we were talking in different dialects. I don’t know why. But I just simply cannot understand the way it is being carried by the other side, being played. What was evolving before me was something that it is not acceptable to the Republic of the Philippines, lalo na ‘yang (especially this) coalition government. No president, no stupid president will allow it. He will get impeached,” he said.

He said he cannot compromise anything in the government, particularly the supposed power-sharing the CPP-NPA-NDF asked from him.

“You are not supposed to share that power. Ako, may sinumpaan ako (I have an oath of office). Those powers are given to me under the law, only to be exercised unless they are capable of being delegated. I cannot compromise anything in this government. It’s either I will be impeached or the military and the police will shoot me,” Duterte said.

He criticized the communists for committing offenses like arson, rape and killing soldiers and barangay officials, and for conspiring to overthrow the government.

“These are serious offenses under the revised penal code,” he said. “All communists are bad because all of you are conspiring to overthrow the government of the Republic of the Philippines and nobody would allow you, not the military, not the police, and not the majority of all Filipinos.”

Duterte said he will identify the groups which serve as “legal fronts” of the CPP-NPA-NDF before he steps down in 2022.

“I’m trying to sort out what we will do to you because you are now criminals and as I have pointed out, we are not only tagging you, that’s a light… we are identifying you. And we will identify you anytime you want but there will be a time under my end terms. I will name all of you, kayong lahat sa (all of you in the) NDF,” Duterte added.

In his speech last week, Duterte said the Armed Forces of the Philippines does not engage in red-tagging leftist lawmakers but was actually “identifying” them as legal fronts.

He said the AFP is “very correct” for identifying groups like Bayan, Makabayan, and Gabriela as “legal fronts” of CPP-NPA.

“Itong mga legal fronts ng komunista, lahat ‘yan (These legal fronts of the communists. All of them) Makabayan, Bayan…they are all legal fronts, Gabriela. We are not red-tagging you. We are identifying you as members in a grand conspiracy comprising all the legal fronts that you have organized headed by NDF tapos yung (then) New People’s Army at Communist Party of the Philippines,” he said.

Tapos ang una political officer sige lecture. Iyan, pagpasok ng politic — political officers, pasok na ang mga lecturers ‘yon. Naniwala naman kayo. Maniwala kayo? Kayong mga Lumad na kapatid ko, maniwala kayo sa komunista? Maniwala kayo na kaya nila magtayo ng gobyerno? Susmaryosep. Duterte tinawanan si Lacson sa planong i-criminalize ang Red-Tagging

Si Sen. Panfilo Lacson, the chair of the Senate national defense and security panel, ay nagsabing ang “Red-tagging” o ang tatak ng mga kritiko at aktibista ng gobyerno bilang mga komunista, o kalaban ng estado, ay maaaring ideklarang isang kriminal na gawain.

“As a matter of fact, I am seriously considering the recommendation to criminalize Red-tagging as long as such legislation will not infringe on the Bill of Rights involving freedom of speech and expression,” sabi ni Lacson.

MISMONG si Pangulong Duterte ang nagbunyag sa Makabayan bloc na supporters ng CPP-NPA! Tinawag itong Truth-tagging sa halip na red-tagging.

Nagpahayag nam si Sen. President Rodrigo Roa Duterte delivers his remarks during the 31st Special Session of the United Nations General Assembly (UNGA) in Response to the Coronavirus Disease 2019 (COVID-19) Pandemic via virtual convention from the UN Headquarters in New York on December 3, 2020 (New York date).

The President reaffirms the Philippines’ strong commitment and cooperation with other countries in enhancing capacities to combat the effects of the pandemic, which includes strengthening of the healthcare system and universal access to safe and effective COVID-19 vaccines and technologies.

In its official website, the United Nations cites that the two-day Special Session “provides an opportunity for the international community to assess and hone its collective response to this pandemic,” whereby world leaders, United Nations principals and other relevant stakeholders can “engage in dialogue on the impacts of the pandemic on people, societies and economies and discuss the multifaceted, coordinated response required to address this crisis.”

Likewise, the Special Session allows “many stakeholders to share their experiences in fighting the pandemic, reflect on the global response to date, and forge a united, coordinated and people-centered path forward.”

The first day of the Special Session on December 3, 2020 consists of an opening segment followed by a General Debate focusing on the experiences of the Member States.

Los Baños Laguna Mayor Caesar Perez itinumba sa loob ng munisipyo!

Binaril at pinatay ang alkalde ng Los Baños, Laguna na si Cesar Perez sa loob mismo ng municipal hall ngayong Huwebes ng gabi, December 3.

Si Laguna Gov. Ramil Hernandez, sa kanyang text message, ay nagsabing namatay na si Perez.

Idineklarang patay kaninang 9:25 p.m., ayon sa police report.

Ayon sa mga nakakita, ang mayor ay nasa open lounge sa likod ng municipal hall ng siya ay barilin ng hindi pa nakikilalang mga salarin.

Naitakbo pa sa HealthServ Medical Center ang mayor ngunit binawian rin ng buhay.

Nagpahayag ng suporta sa social media ang ilang mga kababayan ng Los Banos para kay mayor.

Si Perez ay isa sa mga alkalde na nakalista kay Pangulong Rodrigo Duterte na sangkot sa kalakal sa iligal na droga.

Noong Disyembre 2017, tinanggal ang kapangyarihan ni Perez sa lokal na pulisya dahil sa pagkakasangkot umano sa iligal na droga.

ACTUAL DESTRUCTION OF DANGEROUS DRUGS by President Duterte

President Rodrigo Roa Duterte oversees the destruction of seized illegal drugs in a ceremony at the Integrated Waste Management, Inc. (IWMI) in Trece Martires City, Cavite on December 3, 2020.

President Rodrigo Duterte joined law enforcers in destroying about P7.51-billion worth of illegal drugs at the Integrated Waste Management Inc. in Barangay Aguade, Trece Martires City in Cavite on Thursday.

The Philippine Drug Enforcement Agency (PDEA) said authorities incinerated a total of P7,510,840,985.32 worth of seized narcotics to comply with the Comprehensive Dangerous Drugs Act of 2002, which requires destruction of confiscated drugs within 24 hours after court’s inspection.

Specifically, the following drugs were incinerated:

  • Methamphetamine hydrochloride or shabu (crystal meth) – P7,314,615,364
  • Liquid meth – P7,151,220
  • Liquid marijuana – P33,900
  • Marijuana – P29,757,085.68
  • Cocaine – P96,353,258

The activity is in compliance with the President’s directive to immediately destroy confiscated drugs to avoid stealing and recycling, as well as pursuant to the guidelines cited in Section 21, Article II of Republic Act No. 9165 known as the ‘Comprehensive Dangerous Drugs Act of 2002’ and in the Dangerous Drugs Board (DDB) Regulation No. 1, series of 2002 on the custody and disposition of seized drugs.

The ceremonial destruction of dangerous drugs is conducted in the pyrolysis machine, with President Duterte witnessing the operation.

Sinabi ni Senate President Vicente C. Sotto III na tama si Gen. Antonio Parlade na nagbabala laban sa mga nais sumali sa mga militanteng grupo.

Matibay na testimonya ni James Durimon isang dating Special Partisan Unit (SPARU) na Hi t man ng grupong N P A, na nagpapanggap na mga sundaIo kapag may pinatutumba para maisisi ng mamamayan sa gobyerno.

Sa isang publisherd article ng Manila Bulletin noong 2019, isinalaysay ni James Durimon ang kwento ng kanyang buhay. Read below:

Durimon alias “Ka Joros,” 21, had a troubled past. When he was eight-years-old, his entire family abandoned him. Up until the day his father died, he was still searching for answers as to why they left him.

He was adopted by his uncle and ex­posed to farming to support himself but life was just too hard. Durimon’s uncle was a member of the NPA. He was shown the rebel group’s way of life at a young age.

At the age of 14, Durimon became a “courier” for the NPA, sending letters to certain establishments, companies, and specific people.

He did not know the contents of the letter, but he felt good because he was validated. He found social inclusion.

Add to it the NPA’s promise of livelihood aid for him and his family, if ever they come back. It was too good an offer to pass up, igniting his urge to unite with his family. They never saw each other even as of this writing.

When he reached the age of 18, the now grown Durimon went full time as an NPA member.

He started training “like a military,” slowly worked his way up the ladder, and went on to become a team leader of a SPARU operating under the command of a certain Charity Amacan, the so-called lady leader of the NPA-Northern Negros Front. In his team, Durimon had 11 members, all were trained hitmen.

As a SPARU, their job is to “neutralize” all elements that hinder their advocacy – be it a policeman , a soldier, or a civilian suspected of being a spy. Over the course of three years, Duriman’s group has killed at least six people.

“Kapag may utos ang guerilla front ng Negros, si Charity Amacan, binibigyan nila kami ng mga picture. Dinidispatsa na kasi asset daw sa militar ‘yan. Kung anong de­sisyon sa taas, bumababa sa amin. Kapag may target na, tinatrabaho namin (If there is an order from the guerrilla front of Negros, from Charity Amacan, they would give us pictures. We dispatch [the targets] because they are suspected assets of military. What­ever orders from the higher ups, it would go down to us. If there’s a target, we would work on it),” Durimon said.

“Sa NPA, ang ipinaglalaban ay ekonomi­ya para daw sa taumbayan. Tinatawag kang sundalo ng taumbayan kaya kung sinong sagabal sa kilusan niyo, kailangan walisin niyo para makapagpatuloy kayo sa paglakad niyo (In the NPA, what we were fighting for is an economy for the masses. We were called soldiers for the masses so whoever hinders our group, we need to eliminate them so we could advance our causes),” he added.

The lanky young man claimed they would often wear uniforms resembling that of a soldier, policeman, or a Philippine Drug Enforcement Agency (PDEA) agent during “hits” as part of their “pakana” or tactics to fool the people that the killings were state-sponsored. This reporter could not immediately and independently verify the claims.

Looking at what really happened, kung sinasabi po ng pamahalaan that there wasn’t a lapse in terms of responding and rescue sa part ng NDRRMC and, you know, awareness campaign, there could be a lapse somewhere and that could be pointed out to DENR. Is it high time, sir, to review the performance ng agency, iyong maybe projects, kasi ito pong mga nababanggit ngayon na, katulad ding nabanggit na reforestation, that’s coming up. Hindi po ba masyadong late na ito? And it is just too reactive na mas maganda sana kung nauna po itong ginawa? And do you think na iyong priorities medyo mali po na inuna iyong mga beautification projects over measures or policies to stop illegal activities na nagko-contribute sa pananakit sa kalikasan na ito nga po iyong tinuturo ngayon? Even the President pointed it out na there’s illegal logging, there is mining, there is quarrying na puwedeng dahilan nitong mga tragedies and walang nagawa about it? Si former Secretary Gina Lopez also flagged these events before, pero it looks like – ano po ang nangyari dito, ano po ang nagawa dito?

SEC. ROQUE: Alam mo talaga, ang problema ay itong climate change. Kaya nga paulit-ulit si Presidente sa mga international forums na talagang humingi ng tulong sa iba’t ibang bansa ng daigdig lalung-lalo na iyong mga developed industrial countries na siyang sanhi ng climate change na gumalaw at sundin iyong kanilang mga obligasyon sang-ayon po sa tratado para babaan iyong kanilang mga carbon emissions. Ang Pilipinas po, top 5 in the world as most susceptible to climate change and that’s a fact. So kung hindi po gagalaw ang buong daigdigan – kaya po tayo specially affected ng climate change – posible pong mawala ang ating mga land territories, maging permanently under water kung hindi po natin mari-reverse ang climate change. Kaya nga po ang unang kasagutan ko sa iyo Trish, kahit gaano kagaling ang DENR, kahit gaano kagaling ang NDRRMC, habang hindi natin nasusolusyunan itong climate change, eh baka mabura pa ang ating teritoryo, and we are in the top 5 of the most susceptible countries to climate change.

Ibig sabihin po noon, mawawala ang ating land territory mapapasailalim tayo ng tubig as a result of climate change. So iyan po ang una nating kasagutan. Ang solusyon dito, it has to be a worldwide effort para ipababa ang carbon emissions dahil that is the only proven scientific manner by which we can reverse climate change. Of course, we always strived to have better response performance lalung-lalo na pagdating sa kalamidad. Pero ang sinasabi po natin, dito sa nangyari sa Cagayan, eh talagang we prepared for it, pero we did not expect the gravity of the amount of water that descended on the low lands.

Ito naman po ay hindi dahil lamang sa isang bagay, mayroon na pong siyensiya, scientist, Dr. Siringan ng UP na nagkaroon na ng pag-aaral diyan. Ang sabi niya maraming factors po diyan, kasama na diyan ang climate change, kasama na diyan ang deforestation, kasama na diyan iyong illegal mining, pero kasama na rin po diyan iyong anyo mismo ng Cagayan River na mayroong nagkakaroon ng choke point. At ito po ang dahilan kung bakit ang municipality ng Alcala, isa sa hardest hit, dahil doon nag-o-overflow iyong choke point na iyan. At mayroon na pong JICA study na nagsasabi nga na dapat lakihan iyong mouth ng river na iyan.

So marami pong factors diyan, we anticipated. But as the Governor himself said, they did not actually expect this much water discharge into Cagayan Valley. So, we will strive to do better, pero sa tingin ko po, wala naman pong pagkukulang, but we will always strive to be better.

JOSEPH MORONG/GMA7: Okay. Sir, iyon pong sinabi ni Secretary Año, why did he point out that the situation na kailangan siguro ang mga [unclear] ay NDRRMC?

SEC. ROQUE: I haven’t really talked to him ‘no. Pero kapag NDRRMC, masisiguro talaga natin iyong publication ng notice na magpapalabas sila ng tubig. Now, I got a timeline and nagbigay naman po ng notice ang NIA, twice, na magpapalabas sila ng tubig. Ang problema, wala pong nag-carry except PNA (Philippine News Agency). Wala po sa mainstream media na nag-carry. It was just a notice pero hindi yata nabigyan ng utmost publicity.

Pero nonetheless, alam po ng provincial government, so they anticipated it kasi binigyan naman ng kopya ng notice ang provincial government. Pero kung NDRRMC ito, eh siguro naman dahil nakabase na iyan sa Aguinaldo at mayroong Defense press corps, eh siguro naman ay lalabas na iyong balita na magpapalabas ng tubig. So that’s one of the reasons, too.

Another po is siyempre [garbled] para sigurado na iyong proseso ng desisyon ‘no that will lead to a decision will consider all aspects ‘no including effect on the community which I’m not saying hindi naman po kinunsidera ng NIA ‘no. SEC. ROQUE: Well, from—excuse me, but from the timeline given to me, nagkaroon po sila ng warning ng November 9 which was not carried by mainstream media ‘no. Iyon po iyong problema rin ‘no, siguro kapag NDRRMC nandito sa Aguinaldo—hindi ko naman po pinupulaan ang media. Ang sinasabi ko lang, NIA iyon eh, eh wala namang press corps na na-attach sa NIA lalo na siguro provincial NIA office lang iyong nag-release doon, eh wala naman talagang magki-carry noon ‘no, sila-sila lang iyon ‘no. Pero kapag nasa NDRRMC po iyan, siguro naman dahil nandiyan iyong Defense corps ay magagawan ng story iyan.

I’m just saying, we need better coordination and that’s why we recognize the media as partners ‘no in matters such as avoiding or mitigating casualties.

Siguro isa sa dahilan nga po na ipamigay iyan sa NDRRMC ay para mas malaki iyong dissemination compared to if it were to be done alone by NIA.

He said this is nothing but criminal incompetence and failure of leadership by the national government. Arnaldo Bonifacio – suspended by the — I don’t know, by the office siguro.

Next time… Because sa administrative puwede kang mag-appeal-appeal-appeal ka sa opisina ko. Pero pagdating sa lamesa ko ‘yan, since you are known to be a malikot, malikot ang bulsa ninyo, you were suspended only.

Next week, we are still investigating DPWH. Ang DPWH ang pinaka-racket diyan is ‘yung ghost project. So walang delivery, ghost project. Marami ‘yan.

Karamihan niyan it’s the regional director. Ipapalabas nila na may project ito but wala. So the best way is to conduct an audit of those projects to determine if they are ghost projects or not, and I think they are plenty.

And I dare say that ang pinakamarami sigurong matanggal would be from DPWH. I really intend to clean government. At least kung hindi ko kaya, mamenos-menosan ang kurakot sa gobyerno. Iyan na lang ang consuelo ng tao na mahuli at mapreso.

But most of this ‘yung misconduct-misconduct, actually that’s the administrative term pero kung sa — tingnan mo ‘yang mga crime nila in the penal side, mga falsification ‘yan, malversation. But dito sa — limited kasi ang ground pero just the same, ‘pag gross dishonesty ganoon ‘yan, that’s embezzlement.

Ang pinakamarami itong road right-of-way na hanggang ngayon… Ewan ko kung anong nangyari. There was this scandal somewhere in Cotabato. I remember it but I am remembering it now. Tingnan ko kung — tanungin ko ang DPWH kung ano ang nangyari doon or I will have it reinvestigated.

Tapos ‘yung sa itong mga — karamihan ghost projects. Iyan ang ano diyan. Iyong iba naman kagaya ng public works na nakita ninyo iyong kubeta na walang cover na puro nakahilera lang ‘yung — ‘yung bowl, inidoro. Walang division, wala lahat. Iyon ‘yung mga p** i* klaseng trabaho.

So ‘yung ganon balikan ko ‘yon. I’d like to remind anybody sa DPWH who has had a participation there being an investigator or connected with the construction, you better — you report to me. Tanungin ko kayo kung paano ako magdumi kung ganito na para kaming classmate, seatmate kami ng… T* i. Kalokohan. Kabastusan talaga ‘yan.

I’m sure — you know government will not allow that kind of project. No engineering in his department — engineering department or the engineer themselves would be too crazy to do that. Iyon ang mga projects na hao-siao. Iyang partial delivery or ‘yung halos — iyan ibigay sa iyo ‘yung project na ganun.

For the longest time, wala masyadong imbestigasyon diyan. Pero kayong may kasalanan diyan sa mga ganun, I advise you to resign now. Resign now kasi pagdating ng panahon, I will throw the book at you, even the kitchen sink, at saka makita ninyo you will be prosecuted administratively and criminally at walang patawaran dito. This is not the time for condonation or being — basta ‘yung pera ng tao.

Ang ibang kasalanan okay lang pero itong mga ghost project, mga project na wala diyan — p*… Karamihan niyan ‘yung mga health centers. Wala ‘yan, atip lang ‘yan. Iyan, kung ‘yan ang ginawa ninyo, that’s short — shortchanging government. You will go to jail for that. I have two years to do it and about six months to file all the charges.

I am sure that — ang Sandiganbayan will be kept busy hearing the cases. Iyan ang ano ko sa inyo. Talagang walang… Galit ako sa inyo eh. Kayo ‘yung na-dismiss, bagay lang. You should not — not anybody’s fault but yours for committing graft and corruption.

But if you think that it would save you from criminal prosecution or administrative because you are still considered an employee, that resignation will not help you at all. Let us be clear on that.”
