Mga Senador na nag-ABSTAIN sa resolusyon na CDO reconsideration against ABS-CBN

Twelve senators voted in favor of the resolution, while 9 senators, including Sen. Pia Cayetano who earlier signed the resolution, abstained. The senators who abstained explained that the issue has already been filed before the Supreme Court and that the franchise renewal of ABS-CBN should emanate from the House of Representatives.

Aside from Cayetano, those who abstained were Senate President Vicente Sotto III, Senators Panfilo Lacson, Francis Tolentino, Cynthia Villar, Imee Marcos, Ronald “Bato” Dela Rosa, Christopher Lawrence “Bong” Go and Ramon “Bong” Revilla Jr.

Cayetano, in withdrawing her signature from the resolution, explained that, as a lawyer, she refuses to express her views once the Supreme Court takes over the matter.

Despite the earlier resolution, the NTC issued the CDO on May 4, 2020 ordering the television network to immediately cease operation. ABS-CBN stopped its operation on the night of May 4.

The network filed a petition Thursday last week, saying the NTC “gravely abused” its discretion when it issued a cease-and-desist order instead of deferring to Congress, which has the plenary power to grant and renew legislative franchises.

After deliberation, the Senate on Monday, May 11, 2020 adopted Senate Resolution 395 expressing the “sense of the Senate” urging the National Telecommunications Commission to reconsider its cease and desist order (CDO) against ABS-CBN.

At sinabi nga po ng Presidente ay humihingi po siya ng dispensa at inimbita niya pag-usapan na lang ng gobyerno kay Ayala Group of Companies at MVP Group of Companies kung anuman ang kanilang problema sa gobyerno.

Ang sabi nga po ng Presidente, puwede naman pag-usapan po siguro iyong ibang mga issues pero sa ngayon, nagpapasalamat siya sa tulong ng mga pribadong kumpanya sa taumbayan nang panahon ng krisis.

JOYCE BALANCIO/DZMM: Okay. Another topic po sir, doon lang sa follow-up sa question ni Maricel, on apology ni Pangulong Duterte sa mga Ayala and also kay Manny Pangilinan. What is the consequence of the President apologizing to them? Does this mean hindi na po tayo magpu-pursue ng cases against them kasi I believe may mga threats po before na economic sabotage, graft and corruption against these water concessionaires?

SEC. ROQUE: Ang sabi naman po niya puwedeng mag-usap sa mga issues between these companies and the government, so I think that’s an indication na kung pupuwedeng out of court settlement, he will explore out of court settlement. Pero iyong mga issues na inilabas ng ating Presidente lalong-lalo na sa water concessions remain. Siguro po iyong pag-uusap ay iyong sa kung paano babaguhin iyong concession agreement ng dalawang kumpanya na nagbibigay ng tubig sa atin.

JOYCE BALANCIO/DZMM: So, this does not mean na clean slate na iyong mga water concessionaires natin if ever may makita po na violations pa din or iyong sinasabi nga nilang allegation of onerous contracts before, mapapanagot pa rin po ba sila doon?

SEC. ROQUE: Well, kumbaga sa ordinaryong kasuhan, usap muna tayo bago tayo magdemandahan, siguro iyon po ang ibig sabihin ng ating Presidente.

Alam mo we want to do business, we want to make money, we want to move but there is no interaction now and there is no trade to speak of and there are no flights going out, in, and for you to do business. In other words, if you go there, you are alone and please understand that we are talking to you honestly and in good faith.

To the industry players, business leaders, foundations and the like, I would like to join hands with you and combine our efforts in fighting COVID-19 as one nation, as one people. While the government is doing its best, we can more effectively contain the spread of the virus if we adopt a united approach.

    Pinay who grew up poor in Philippines gets Oklahoma Medal of Excellence

    A Filipina doctor who learned hard work from growing up poor in the Philippines has recently received the Oklahoma Medal of Excellence in Teaching at a Research University.

    Dr. Edralin Lucas, a nutritional sciences professor at the Oklahoma State University (OSU), was nominated for the medal after she receiving the OSU Regents Distinguished Teaching Award recognizing her excellence in teaching courses ranging from entry-level human nutrition to graduate-level macronutrients.

    According to OSU, the Oklahoma Medal for Excellence awards are presented annually by the Oklahoma Foundation for Excellence to honor exceptional and innovative educators in Oklahoma’s public K-12 schools and universities.

    ā€œDr. Lucas is an amazing faculty member, researcher, and individual,ā€ said Stephen Clarke, head of the Department of Nutritional Sciences at OSU.

    A colleague, Brenda Smith, described Lucas as ā€œunderstanding, yet holds students accountable.ā€

    Lucas, who has been teaching for 30 years, credited her experiences living in a poor family in the Philippines for teaching her the value of hard work.

    ā€œI grew up in the Philippines, and we were poor. So I’m used to working hard,ā€ she said.

    ā€œI don’t want to be wasting my students’ time, and I try to live what I’m preaching. I tell them, ā€˜If I tell you to work hard, I want you to expect me to work hard, too,ā€™ā€ added Lucas, who also holds the Jim and Lynne Williams Endowed Professorship

    My countrymen, good evening. I am now addressing the nation together with the civilian, military and police sectors — the organizations that would count in our enforcement of the laws to protect the people of the Republic of the Philippines.

    Pardon my broken Tagalog. Pero sa mga kababayan ko, kayo, ako: Do not panic. Huwag kayong masyadong ma-stress na parang hindi mo na magawa ang gusto mong gawin. Pwede pa rin pero may restrictions tayo, may mga kondisyon dahil nga sa crisis.

    The crisis is very, very clear, COVID-19 is spreading all throughout the country including the Philippines. Ang ano ho natin dito is there is no cure. Wala naman tayong mabili sa mga botika, pharmacy, to buy the medicines to cure COVID-19.

    It’s a virus. Ang panglaban lang natin diyan ā€˜yung katawan natin na medyo ano ka in good health na walang sakit. Iyong medyo mahina, make yourself healthier by whatever means maybe food, vitamins. But most of all, try to obey what government is suggesting or ordering you to do.

    Huwag kayong matakot, huwag kayong manerbiyos pero wala pang sabi ko mga antidote nito. It would only come in a form of a vaccine. Kagaya ng kagatin kayo ng aso tapos there is the — ang tawag nila rabis or rabies, if you may, pang-away. Sarili rin niyang ano.

    It’s a form of germs i-mutate lang to fight, to warn our bodies, magbigay ng signal sa katawan natin na merong mga germs na pumapasok sa katawan mo, and the only way to fight it is to ā€˜yung mga sundalo na ang tawag nila antibodies, ā€˜yung pang-away mo sa mga madudumi, mga kagaw, germs, sila ā€˜yung ma-alert at sila ā€˜yung papatay ng virus. But until now, wala pa ho ā€˜yan.

    So, nandiyan na ā€˜yan. It’s a serious one. It is true. Huwag ninyong maliitin. Do not minimize it, I said, but do not kill yourself with worry because government is doing everything possible to make it at least controllable, but kung kayo po ay mag-cooperate. ā€˜Pag hindi kayo nag-cooperate, ah the problem would start and it would start with you and end with you pagka ganun.

    So ā€˜yung mga sinasabi na social distancing, sundin lang po ninyo. At ā€˜yung mga ibinibigay na well ahead ng Department of Health, sundin ho ninyo kung anong sinasabi ng mga doktor kasi sila po ang marunong niyan. Ang military, ako, lahat na hindi doktor walang alam, wala kaming maitulong sa inyo.

    It’s only the medical people and medical experts who can help us. So listen to them. Dito sa atin, it’s Secretary Duque, and Secretary Duque would articulate kung anong nalaman niya, anong bago na pumasok na impormasyon and he would tell us what to do. So it’s very important to give credence to what he says.

    So kaawa naman ang nanay pati tatay ninyo. So better just stay within the premises of the house. If I were you… Alam niyo, alam ko na kung anong gawain ninyo. Bili kayo ng cellphone na marami. Wala naman kayong ginawa kung hindi magtulbok-tulbok rin diyan eh. I mean, all — everywhere that I look.

    Dito sa ano walang pakialam ang tao, sige nandoon na sa cellphone. So we are reduced to a one village, o ā€˜di mas malapit instead of talking, you have your cellphone and that is a benefit which was not given us during our time.

    Anong ibig sabihin? Kung wala kang magawa, ang sabi ng gobyerno magaral ka. Pero ito, hindi ko inaasahan susunod — susundin ninyo. Ang sigurado ako, ā€˜yang kamay ninyo nandiyan sa cellphone ā€˜yan instead of studying. I’m sure of it. But for you guys who really want to improve your lot, better make use of the time to study.

    But for you guys who really want to improve your lot, you better make use of the time to study because… Alam mo mga anak, kayong mga bata, ā€˜yung — kayo ā€˜yung mamatay na hindi makalabas ng bahay eh. Then you make all sorts of excuses.

    But you know, there will be truant officers. Alam mo ā€˜yung truant? ā€˜Yang sa… It’s an American practice. ā€˜Pag makita ka sa labas, pasakay sa — palaboy-laboy ka lang diyan, wala kang ginagawa, sisigaw-sigaw kayo, lalapitan kayo ng pulis pati military.

    Tatanungin kayo, then you have a problem. ā€˜Pag sinabi mo na, ā€œwala nandito lang kami sa labas.ā€ And then maybe if you are arrogant, dadalhin ka istasyon for record purposes, that you are disobeying, that you are intransigent and that you are not fulfilling your duty.

    Alam mo, maski na walang… There are a set of rules governing the responsibilities of a Filipino citizen. Baka hindi ninyo alam ā€˜yan. Meron ā€˜yan.

    So you have duties to perform also. Avoid trouble with the law, avoid trouble with anybody, just in the meantime, follow. Better just stay home and study. just in the meantime, follow. Better just stay home and study… you stick with your cellphone, ang ga-graduate niyan ang cellphone mo hindi ikaw. Wala tayong magawa.

    Mass gatherings, defined as a planned or spontaneous event where the number of people attending could strain the planning and response resources of the community hosting the event, shall be prohibited during said period. ā€˜Yang magplano whether nakaplano kayo na mag-meeting or may rally.

    Either na plano na ninyo spontaneous lang. ā€œSige mag-ano tayo, gawain ito natin. Tutal wala na rin tayong gawin, ganito na lang magsayawan na lang tayo.ā€ You know we do not — I do not want anybody interfering in your enjoyment as a citizen of this Republic. Ayaw ko na masita kayo ng pulis pati military.

    It could be messy. Kasi mga — ā€˜yung iba sa inyo suplado. And itong mga pulis pati military, they have their orders to enforce. So that if you are in this category of a — grupo kayo tapos ā€˜pag malapit, ā€˜yung social distancing is no longer obeyed and — ā€˜yan, you are violating the rules.

    And if you insist, it is one of a — just mere confrontation to something like disobedience which is punishable under the Revised Penal Code. Kung makipag-away ka, it becomes — baka mag — masuntok mo o ano then it becomes an assault on an agent of a person in authority.

    In which case, from a simple violation of a rule, it will now ripen into a crime that is punishable by law and you can go to prison. That’s the problem. Ayaw ko. Ayaw ko. Ayaw ko na masita kayo ng military pati pulis. But ako sa inyo, if you are advised, just obey. Wala namang mawala sa inyo tutal sa inyo ā€˜yan eh. It’s for your own good. Hindi man ito para sa amin. Ako, I hate it. But you have to do it because there is a crisis that is engulfing the country right now.

    It has nothing to do with the power of the military or the power of the police, nor or my power and of these guys beside me. Hindi ā€˜yan. It’s not an issue of — it’s just an issue of protecting public interest and public health. Iyon lang.

    MANILA — President Rodrigo R. Duterte said he needs more time to rid the Philippine National Police (PNP) of police officers involved in corrupt activities and rampant narcotics trade.

    In an exclusive interview with ABS-CBN aired Friday night, Duterte said he would first cleanse the PNP before appointing a new head.

    “I need to purge the PNP. And PNP chief has only limited power,” he said when asked why it was taking him so long to appoint the next PNP chief.

    “Those already tainted with corruption and especially drugs, wala, tanggal talaga (I have no choice but to dismiss them from service),” he added.

    Duterte earlier tasked Interior Secretary Eduardo AƱo to supervise the PNP, while Lt. Gen. Archie Gamboa stays as PNP officer-in-charge.

    The President was confident that AƱo could help him cleanse the police force.

    He also assured that rogue cops accused of being involved in corruption and illegal drugs would be given due process.

    “(With) AƱo who supervises the (PNP), the police would be more equipped with the powers under the law to effect the changes,” Duterte said. “I want those tainted or those who have records about drugs, out. Due process din (We will give them due process). We’ll have an investigation.”

    While Duterte has yet to name the new police chief, strong contenders for the highest post at the PNP are Gamboa; Lt. Gen. Camilo Cascolan, deputy chief for operations; and Lt. Gen. Guillermo Eleazar, erstwhile Metro Manila police director and now head of the directorial staff.

    Central Visayas regional director Brig. Gen. Valeriano de Leon and Calabarzon regional director Brig. Gen. Vicente Danao Jr. are also being considered for the PNP’s top post.Ā

    MANILA — President Rodrigo Duterte said on Wednesday he has ordered the government’s lawyers to transmit the new water concession contracts to two water concessionaires Manila Water and Maynilad.

    Speaking before the new presidential appointees, Duterte said he is giving the water companies the options to either accept the fresh deal or just let the government take over the water distribution system.

    “You know, we are facing problems in and out of our country. Great problems. Locally, it’s the water issue. And I have given the go-signal to our lawyers to present it to the concessionaires,” the President said in a speech delivered at Palace’s Rizal Hall.

    “And so I gave them the choice, not an ultimatum. We do not do that because we do not own government. At sinabi ko sa kanila (And I am telling them), ā€˜sign the new contract because if you don’t, I will nationalize, take over the operations and I’ll send you to jail.’ I have two years to do that and I can do it,” he added.

    Duterte’s tirades against the two water firms started when the Permanent Court of Arbitration in Singapore, in its separate rulings, ordered the Philippine government to pay PHP3.4 billion and PHP7.39 billion to Maynilad and Manila Water, respectively.

    The Singapore court made the ruling following the losses the two water firms allegedly suffered due to non-implementation of increases in water rates.

    The President insisted that the existing deals with Manila Water and Maynilad that contain “onerous” provisions are “null and void” from the very start.

    He also maintained that the present water contracts violate Republic Act 3019 or the Anti-Graft and Practices Act.

    “But having been a prosecutor for so many years, my instinct really was, you know, to me and to the lawyers here, if you read the contract, you just use your two eyes, you will notice that right at the beginning it is already null and void. Iyon ang mahirap (That’s the problem). And if I go against one, I will go against all,” Duterte said.

    “It was really at that time a conspiracy to defraud government. You’ll see, if you place the two documents: Republic Act 3019, that’s the Anti-Graft and Corrupt Practices and you place them face-to-face with the contract of the consumers, distributors, you would notice that all of the prohibited transactions in the Anti-Graft Law are really in the document itself,” he added.

    In a chance interview on the sidelines of the mass oath-taking of presidential appointees, Panelo said the new water deal is still being “fixed” because there are “mechanics” that still need to be settled.

    “‘Yung mechanics noon, kailangan pa nilang mag-konsulta sa development bank, ‘yung mga expert doon sa financing. May mga financing aspects ‘yun eh. Hindi ganoon kasimple ‘yun (We have to consult the development bank, the financing experts with regard to the mechanics. There are financing aspects there. It’s not that simple),” he said.

    No assurance to drop raps vs. water firms

    Earlier, the President also ordered the filing of appropriate criminal, civil, and administrative charges against the owners and legal counsels of Manila Water and Maynilad, as well as the agents and lawyers of the governments involved in the crafting of the water concession deals.

    Duterte, in his latest speech, said he could not guarantee that his plan to file cases against the two water firms and other responsible individuals would be dropped.

    “If you sign the contract sans the onerous provisions, but I do not give you a guarantee that no charges will be filed. For all that I can really say about this, I am not the only Filipino who is interested in the prosecution of crimes,” he said.

    “That contract was never shown to the public. It was kept out, and suddenly we have a liability. You rob as blind in front,” he added.

    On Dec. 12, 2019, Duterte threatened to order a military takeover of the operations of the two water concessionaires, in case the government fails to make amends with Manila Water and Maynilad.

    DILG Secretary commends Baguio traffic cop in viral video

    BAGUIO CITY, Jan. 3(PIA) — Department of the Interior and Local Government (DILG) Secretary Eduardo AƱo commended a Baguio City traffic policeman who risked his life while enforcing the law.

    “He was literally hanging on for his life as he was performing his sworn duty. Salamat, Patrolman Julius Walang, sa tapat at walang takot na pagtupad sa iyong tungkulin.  Kailangan natin ng mga pulis na katulad mo na hindi nagdadalawang-isip na itaya ang buhay para sa tawag ng tungkulin. Mabuhay ka!,” AƱo said in a statement.

    “May you be an inspiration, not just to the police officers of the Philippine National Police (PNP), but to all of us in law enforcement as we perform our duty on a daily basis,” the Secretary added.

    Last December 31, Walang was directing traffic along Abanao Street when a taxi being driven by Jone Dominguez Buclay was obstructing the road. Walang told the cab driver to move on but the cab driver uttered bad words to the police causing him to issue a citation ticket.

    Instead of stopping, the taxi tried to flee to avoid the citation. However, Walang jumped over the hood and was dragged for several meters until the taxi was stopped by a concerned citizen on a motorcycle.

     The scene was caught in closed circuit television cameras, dash cam of vehicles and cell phone cameras of by bystanders which became viral on line.

    The taxi driver was brought to the police station where he was found to be under the influence of alcohol and would face charges for driving under the influence of liquor, direct assault upon an agent of authority, resisting arrest, grave threat, and oral defamation.

    Sec. Ano also requested Supreme Court t Justice Diosdado Peralta to investigate a certain judge who allegedly interfered at the Baguio City Police Office Station 7 to secure the immediate release of the taxi driver.

    According to the police officers on duty at the station, the said judge, reportedly a relative of the taxi owner, barged into the police station. The judge was seen leaving the premises of the police station together with the taxi driver-suspect.

    ā€œThere is a proper forum to secure the release of the suspect and that is not the police station. He must wait for the police to process the case, the prosecutor to file charges against the suspect and for the case to be raffled to his sala before he can assume jurisdiction. The said judge has to follow the law, just like all of us. As guardian of the law, a judge must serve as an example in following the law and not in breaking it,ā€ AƱo said.

    He said that such complete disregard of the law and use of the padrino system should never be tolerated and is very unbecoming of him as an arbiter of the law. “Sana ay matulungan tayo ng SC at maimbestigahan nila agad ang asal ng judge na ito. We should not let these people get away with abuse of power in our country.”

    Supreme Court Administrator Jose Midas Marquez on Thursday said his office is looking into incident and the involvement of a Baguio City judge.

    President Rodrigo Duterte again vented his anger at ABS-CBN Broadcasting Corporation in his latest speech, even suggesting a way out for the hard-pressed major television network.

    Itong ABS, mag-expire ang contract ninyo, mag-renew kayo, ewan ko lang kung mangyari. Ako pa sa’yo, pagbili na ninyo ‘yan,” Duterte said in a talk to earthquake victims in Cotabato Monday.

    [Translation: ABS-CBN, your contract is set to expire. I don’t know if it will be renewed. If I were you, I’d sell the company.]

    The franchise of the embattled media corporation will expire in March 2020, unless Congress and Duterte approve its extension.

    Congress was unable to tackle five pending bills to extend ABS-CBN’s franchise for another 25 years in 2019.

    Duterte has also consistently stood firm against the network and its executives.

    The President’s primary objection stemmed from the network’s alleged failure to run his paid campaign advertisements during the 2016 election. 

    ABS-CBN is one of the major TV networks in the country, with around 6,730 regular employees, 900 non-regular employees and 3,325 talents at the end of 2018, according to its report to the Securities and Exchange Commission and the Philippine Stock Exchange.

    Another Cordilleran sacrifices life for country

    BAGUIO CITY, Dec. 27 (PIA) — Another Cordilleran soldier who sacrificed his life for the country was laid to rest in his hometown in Pinukpuk, Kalinga.

    Army Corporal Adonis Valera, a Scout Ranger and a member of the 86th Infantry Battalion, was shot in an encounter between elements of the communist terrorist group in Barangay Villa Rey, Echague, Isabela on December 14.

    Philippine Army 5th Infantry Division Spokesperson Major Noriel Tayaban said that the 86th IB responded to reports of extortion activities in Barangay Villa Rey by alleged members of the New Peoples Army from the Regional Sentro de Gravidad Communist Terrorist Group (CTG) that led to fire fight.

    The encounter that ensued between the government forces and a still unidentified number of rebels lasted for more than 20 minutes. Unfortunately, Valera was seriously hit while Corporal Harold Ganagan of Tinglayan, Kalinga and Fajaro Manuel of Paracelis, Mountain Province were wounded.

    Valera was among the heroes of the Marawi siege that fought against the communist terrorists for the liberation of Marawi in 2017. He was a recipient of the Gold Cross Medal from President Rodrigo Duterte for his gallantry of action during the Marawi siege.

    Tayaban said that the Army intensified the military operations in Cagayan Valley Region in anticipation of possible terrorism attack by the NPA rebels to the military and police camps, communication installations and heavy equipment on the founding anniversary of the Communist Party of the Philippines on December 26.

    MGen. Pablo Lorenzo, 5th Infantry Division Commanding General, hailed the bravery and gallantry of the Kalinga warrior during a funeral mass ceremony held at the Camp Melchor Dela Cruz in Gamu, Isabela before he was brought to his hometown.

    He said Valera is a true warrior and a full blooded Startrooper, who paid the ultimate sacrifice by dedicating his life for the liberation of the people of Isabela against the CTGs.

    President Rodrigo Roa Duterte leads the distribution of the Certificates of Land Ownership Award (CLOA) to qualified agrarian reform beneficiaries (ARB) coming from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

    The event takes place at Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center in Cotabato City on December 23, 2019.

    Around 685 CLOA are ready for distribution to small-scale and landless farmers, which grant them the ownership of the lands they have been cultivating for years, and gears them for economic viability and self-reliance in the agriculture industry.

    Likewise, around 93 individual CLOA, as a result of subdividing previously issued collective CLOA, will be distributed to ARB under the BARMM’s Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) Post Land Distribution Program.

    President Rodrigo Roa Duterte on Tuesday led the 84th anniversary celebration of the Armed Forces of the Philippines (AFP) asking the nation to rally behind the Armed forces for its significant role in national security and disaster response.

    ā€œLet me take this occasion to recognize your significant contributions not only in defending our nation from external and internal security threats, but also in humanitarian and disaster response in times of natural and man-made calamities,ā€ President Duterte said during the event held in Camp Emilio Aguinaldo.

    The public relies on the AFP in times of distress particularly with the recent earthquakes that rocked Mindanao and the storm and flooding that inundated parts of Luzon and some areas in the Visayas.

    ā€œAng sundalo kasi natin, sundalo ng bayan at utusan ng bayan at runner ng bayan at lahat na. Kagaya nangyari sa Mindanao, may earthquake, nandoon sila. ā€˜Pag magbaha, nandoon sila. ā€˜Pag may pumutok na volcano, sila ā€˜yung nauna,ā€ he said.

    ā€œIf there is disorder, they establish order. If there is a lawless environment, they provide stability. Ang sundalo natin, atong mga sundalo, they are everything and that is why you should love your soldier. Tayong mga Pilipino, tulungan natin.ā€ he added.

    The President also enumerated various security challenges that the country still has to address such as the New People’s Army (NPA), kidnapping-for-ransom groups, Abu Sayyaf Group (ASG) and drug traffickers.

    The government is fighting for survival of the nation, he stressed.

    ā€œWe have to assure that the next generation will be freed of these vagaries of life, especially itong droga for it will affect the quality of our nation tomorrow,ā€ said the President.

    ā€œWe cannot afford to get something like one-fourth of the population disoriented, insane because of drugs. It is our sworn duty to protect them,ā€ he further said.

    The Chief Executive said the administration continues to intensify efforts to eradicate the ills that still plague the society, adding that he expects the AFP to also fight corruption within its halls through internal reforms that will not only improve the financial state of its soldiers, but also develop their character, competence and capacity to fulfill their mandate.

    The President has expressed optimism that the AFP will remain committed in its duty as the primary force in realizing lasting peace and sustainable development across the country.

    The Filipino people will continue count on each member of the AFP, he said, asking the country’s security forces to remain steadfast in their noble mission to defend sovereignty and maintain peace.

Ayon sa mga tala ng National Historical Commission, karamihan sa mga nalalaman natin ay mula sa mga ulat ng mga kasamahan ni Magellan at iba pang manunulat na Kastila. Wala namang iniwang mga nakasulat na tala ang ating mga ninuno tungkol sa kanya.

    Mga Kontrobersya Tungkol sa Pangalan at Sandata ni Lapu-Lapu
    Maraming debate tungkol sa tunay niyang pangalan. Ang ilan ay nagsasabing Kalipulako, Lapulapu, o Pula-pula ang kanyang pangalan. Ayon sa dokumentaryo, maaaring “Pula-pula” ang tawag sa kanya dahil hirap ang mga Kastila bigkasin ang “Lapu-Lapu.” Gayunpaman, sa opisyal na tala ni Antonio Pigafetta, na siyang tagasulat ni Magellan, Lapu-Lapu ang ginamit na pangalan.

    Maging ang mga sandata na ginamit niya ay pinagtatalunan din. Ayon sa mga ulat, kampilan, sibat, at hardin ang mga pangunahing armas ng kanyang mga mandirigma. Ang kampilan ay karaniwang ginagamit ng mga pinuno sa kanilang digmaan.

    Ang Labanan sa Mactan
    Ayon sa mga kwento, nang dumating si Magellan sa Mactan, hindi nagamit ng kanyang hukbo ang mga kanyon dahil sa mababaw na tubig. Ang labanan ay naging mano-mano, at mas maraming tauhan ng mga Kastila ang napatay kumpara sa mga tauhan ni Lapu-Lapu. Ang kampilan ang naging pangunahing sandata ng mga mandirigma ni Lapu-Lapu, na naging dahilan ng pagkatalo at pagkamatay ni Magellan.

    Mga Kuwento at Alamat Tungkol kay Lapu-Lapu
    Pagkatapos ng Labanan sa Mactan, kakaunti na lamang ang naitala tungkol kay Lapu-Lapu. May mga kwento na nagsasabing siya at ang kanyang pamilya ay lumipat sa ibang lugar. Maraming pamilya mula sa Mactan at Visayas, tulad ng mga Pagubo at Talinting, ang nagke-claim na sila ay mga kamag-anak ni Lapu-Lapu, ngunit hindi ito mapatunayan.

    Ayon sa ilang matatanda sa Camotes Island, hindi sa Mactan naganap ang labanan kundi sa kanilang isla. Ngayun naman ganito ang nangyayari. HK Chinese people ayaw sa kapwa chinese. Kaya ndi mo rin masisi ang mga pinoy na na-aalarm sa pagdami ng chinese sa dito sa pilipinas. Kaya marami din ang against sa relation ng pilipinas sa china.

    Sitio Pariahan: The Island without Land

    Sa baybayin ng Bulacan, may isang komunidad na minsan nang naging masigla at puno ng sigla—ang Sitio Pariahan. Noong una, ito’y lugar ng mga palaisdaan, asin, at mga taong ang buhay ay umiikot sa lupaing pinagyayaman nila. Subalit ngayon, tinatawag na itong ā€œIsla na Walang Lupa.ā€ Ano nga ba ang nangyari sa bayang ito? Bakit unti-unting naglaho ang kanilang tinubuang lupa?

    Ang Buhay Noon sa Sitio Pariahan

    Ang Sitio Pariahan ay dating puno ng buhay. Mayroon silang simbahan at paaralan na nagsilbing sentro ng komunidad. Isa sa mga mahalagang institusyon dito ay ang Taliptip Elementary School, kung saan ang kabataan ng komunidad ay natutong magbasa, magsulat, at mangarap para sa kanilang kinabukasan.

    Sa paligid nito ay mga pilapil na nagsilbing daanan papunta sa mga palaisdaan, kung saan abala ang mga residente sa pangingisda at paggawa ng asin. Ang lugar na ito ay kilala na bago pa man dumating ang mga Kastila, isang mahalagang daungan ng kalakalan.

    Sa bawat pista, ang estatwa ng kanilang patronang si Santa Cruz ang sentro ng selebrasyon. Ito ang nagbigay ng lakas at pagkakaisa sa buong komunidad. Ngunit ang siglang ito ay unti-unting nawala nang magsimulang lumubog ang lupa.

    Ang Unti-unting Paglubog

    Hindi isang salik lamang ang dahilan ng paglaho ng Sitio Pariahan. Ang bawat pagbaha at pagbagsak ng lupa ay may kani-kaniyang pinagmulan.

    Mga Bagyo at Natural na Sakuna
    Taong 2011, dumaan ang bagyong Pedring at nagdulot ng malawakang pinsala sa komunidad. Ang malalakas na alon ay tumangay sa kanilang mga tahanan—at maging sa estatwa ng Santa Cruz. Marami ang naniniwala na ang pagkawala ng estatwa ang siyang nagdulot ng kanilang tila ā€œpagbagsak.ā€

    Pagbagsak ng Lupa at Pagtaas ng Dagat
    Ayon sa mga eksperto, ang pangunahing dahilan ng pagkalubog ng Sitio Pariahan ay ang tinatawag na ā€œground subsidenceā€ o pagbagsak ng lupa. Ang sobrang pagkuha ng tubig sa ilalim ng lupa ang siyang dahilan nito. Kada taon, bumabagsak ang lupa ng apat hanggang limang sentimetro, at kasabay nito ang pagtaas ng lebel ng dagat dahil sa pagbabago ng klima. Ang dating tuyo at maunlad na lupain ay unti-unting napuno ng tubig.

    Proyektong Reklamasyon
    Pinaniniwalaan din ng mga residente na ang mga proyektong reklamasyon, tulad ng Dagat-Dagatan, ay nakaapekto sa daloy ng tubig, na nagpalubha sa pagbaha. Ang ilan ay nagsasabing ang pagpalalim ng kanilang mga palaisdaan ay nagdulot din ng pagbagsak ng kanilang lupa.

    Ang Buhay Ngayon sa Isla

    Sa kasalukuyan, halos 30 pamilya na lang ang natitira sa Sitio Pariahan. Ang dating mga daanan ay napalitan ng tubig. Ang mga bangka ang kanilang pangunahing transportasyon. Bagamat ang pangingisda ang nananatiling hanapbuhay, mas kakaunti na ang nahuhuli kumpara noon.

    Ang Taliptip Elementary School, na dati’y puno ng ingay ng mga batang nag-aaral, ay isa na lamang alaala. Tuluyan na itong nilamon ng tubig, kasabay ng iba pang istruktura sa komunidad. Upang makakuha ng malinis na tubig, kailangan nilang maglayag papunta sa mainland. Ang buhay ay hindi na tulad ng dati—mabigat, mapanganib, at puno ng pangamba.

    Ang Nawalang Pag-asa

    Ang pagkawala ng estatwa ng Santa Cruz ay nag-iwan ng malaking sugat sa puso ng komunidad. Naniniwala ang marami na ang estatwang ito ang nagbibigay ng proteksyon sa kanila. Bagamat may ipinalit na bagong mga estatwa, tila naglaho na rin ang dating lakas ng kanilang pananampalataya.

    Ang Kinabukasan ng Sitio Pariahan

    Ang natitirang lupain ng Sitio Pariahan ay bahagi na ngayon ng isang 2,000-ektaryang proyekto para sa New Manila International Airport. Ang San Miguel Corporation ang bumili ng lupa, at alam ng mga residente na malapit na silang lisanin ang lugar. Hiniling nila na mailipat sila sa mas maayos na lugar kung saan maaari silang mamuhay nang ligtas.

    Ngunit ang proyektong ito ay may mga panganib. Ayon sa mga eksperto, ang reklamasyon ay maaaring magdulot ng ā€œliquefactionā€ā€”isang kondisyon kung saan ang lupa ay nagiging parang likido sa panahon ng lindol. Ito’y maaaring magdulot ng mas malaking sakuna.

    Aral at Pag-asa

    Ang kwento ng Sitio Pariahan ay isang paalala ng kahinaan ng mga baybaying komunidad sa harap ng kalikasan at hindi napapanatiling gawi ng tao. Ang kanilang karanasan ay isang babala tungkol sa epekto ng pagbabago ng klima at labis na pagkuha ng yaman mula sa kalikasan.

    Ngunit higit pa rito, ito rin ay kwento ng panawagan—isang panawagan para sa mas makatarungan at makataong solusyon. Ang mga solusyon ay nasa ating mga kamay. Panahon na upang pakinggan natin ang kwento ng Sitio Pariahan at kumilos bago pa tuluyang lamunin ng dagat ang mga komunidad na ating minamahal.

    ‘Manaram,’ dokumentaryo ni Kara David

Dahil mahaba at delikado ang daan pababa ng bundok, maraming buntis sa lugar ang mas pinipiling manganak sa kamay ng isang ā€œmanaramā€. Pero sa bisa ng isang ordinansa, ipinagbabawal na sa mga “manaram” ang magpaanak. Paano na ang mga buntis na nasa itaas ng bundok?

    greatgray1 month agoKung trained o untrained ang “manaram,” trained ang midwife, educated ang doctors, pare-pareho ang kanilang lingkod. Ang pagkaka-iba lamang ay yung lugar. Kesyo bahay lamang yung isa, ospital naman ang isa, con-clinic naman si doctor. Kung kailangan ng midwife sa malayong lugar, pupunta si midwife doon at tutulungan ang misis na manganak. Ano kaya ang pagkaka-iba? Dahil ba na may papel na certificate sina midwife, doctor at nurse? Si manaram ay passed down knowledge ng mga ninuno niya or best to say ninuno NATIN. Pero pareho naman na experience and gained knowledge ang na-i-apply dito education-wise. Hindi po ba? Kahit ba ituro ang mga modernong sistema eh kung malayo naman ang lugar, balik manaram ang mga tao which is part of their culture and RECOGNIZED ALA-MIDWIFE NA SI LOLA for 50 years sa video na ito kaysa sa fresh graduate midwife , nurse, doctor na mag-uumpisa pa lang mangolekta ng experience.. Considering her age, if she can still do it, how GRATEFUL her lugar will be for her SERVICES and that for 5 decades compared to the fresh graduates.

Totoo namang may attitude ang mga tao sa government hospitals at hindi naman lahat ng probinsya may access sa mga ospital, school nga ay kulang. Isa pa hahanapan sila ng records at kung ano-ano pa at paano rin kung salat ang pasyente sa pera. Sana solusyonan ito ng gobyerno.

    J G2 months agoThank you for doing this documentary. It was amazing though sad – katulad po ng El Fraile story. Can’t imagine how many more ships (and humans) sank in coast of Normandy during D-day. Been fascinated about WW1 and WW2 stories but will never look forward to have one again. War is mass suicide.
