PRESS BRIEFING OF PRESIDENTIAL SPOKESPERSON HARRY ROQUE JUNE 1, 2020
PIA GUTIERREZ/ABS-CBN: Yes, sir. Kay Secretary Año, hihingin ko lang din po iyong opinion sa recent statement ni special rapporteur Agnes Callamard, she said that COVID-19 emergency measures in a country the Philippines could lead to increase state of domestic violence of the police particular [signal fades] and the marginalized [signal fades] verbatim: “Of course in countries like the Philippines, law enforcement is already acting beyond international law and allowing the use of force, so you can only imagine what those additional powers under a state of emergency.”
SEC. ROQUE: Well, my comment is again, I’ve been consistent, I know Professor Agnes, she’s not a specialist on extra-legal killings. She is a specialist on freedom of expression. It would have been better if the UN appointed an actual expert on extra-legal killings of the same caliber as Philip Alston.
I wish Agnes good luck. I wish she could get tenure in her University, so that she could actually be recognized as an expert.
Now, I’d like to say re-state the rule in international law: The use of force is not prohibited by the State provided it is necessary and it is proportional. And I think the kind of responses, the use of force that we have seen satisfied this criteria, if not, then appropriate cases are filed whether be it criminal or administrative which is the duty of the state in case of an alleged violation of the Right to Life. Sec. Año?
SEC.
We are really doing good in terms of peace and order. Kaya nga sinasabi ko, 59% drop tayo sa crime, sa tingin ko iyon lang iyong isang magandang—one of the many positives that we achieved during this crisis and ang Pilipino naman ay lubhang disiplinado, I mean, talaga namang by nature ay disiplinado ang mga Pilipino.
PRESIDENT RODRIGO ROA DUTERTE’S SPEECH DURING THE 65TH GENERAL ASSEMBLY OF THE LEAGUE OF CITIES OF THE PHILIPPINES @ Shangri-La The Fort, Taguig City | November 21, 2017
Kaya ako nangbabastos. You know, I am not really that kind of person pero because of the exasperation and the attitude ng—
Sabihin na, “You know, Duterte, it is a social problem. It is a social impact. It is a health issue.” O kung social issue, health issue, then titingnan mo ang likod.
If you are really a journalist of—worth your—tingnan mo bakit naging social issue? How did it—started? What started it? When was it taking place? Bakit nagka-ganun? Di makita nila, puro droga.
How many people were contaminated? How many people are into it? How many people are sick?
I ordered the PDEA to operate only to the exclusion of the—all law enforcers, pati NBI, umalis kayo diyan. O tapos, sige pa rin ang patayan, sige pa rin ang—but look at the consequences.
If you ask me, is it succeeding? Is PDEA—is PDEA qualified? Yes, of course. But is it capable of enforcing the law with 2,000 agents? I’ll tell you, “of course not.” Whether it has really improved the situation or not, we will know. I have not asked anybody.
But you’re—nandiyan kayo. You are sure of tumaas ba yung mga rape diyan. Wala naman ibang gawain yan di magnakaw because you know, my—to my chagrin, itong ulol na—
Be careful about America. Not really government, ang State Department. There are completing multi-racials diyan eh. May mga empleyado na Latino, may empleyado na Chinese, may empleyado na mga— It’s a migrant’s hellhole, ‘ika nga. Tapos, kanya-kanya yan silang ano—
To just, to just illustrate to you. I do not think if you remember that black doctor brought by Callamard. And he had the gall to go in public before TV and said that, “No, ang droga does not harm. It is not something which is permanent.”
Biro mo, gusto kong sampalin eh. Meron ba kayong— They are fighting with each other and making us stupid before the—
There is a release now. International Narcotics Control Board precursors. Look at the logo. World Health Organization. Ayan lahat, cannabis, nandiyan lahat yung effect. “Cannabis smoke contains 50 percent more tar than high tar cigarrete which puts users at the risk of lung cancer and other respiratory—”
PRESIDENT RODRIGO ROA DUTERTE’S SPEECH DURING THE PDP-LABAN CHRISTMAS BENEFIT DINNER FOR MARAWI @ Tent Area, Sofitel Philippine Plaza Manila, Pasay City | 13 December 2017
Tapos itong mga taga — sila Callamard, come here, bringing with them a black doctor supposedly from America by the way he talked. P** — sabi na, “You know, shabu does not…” A little bit of stupor. Oh, maniwala kayo. Ah, iharap mo ‘yung ganung mga expert-expert tapos ‘yan ang sagot sa akin with all…
Ang problema nitong United Nations na ito, it is quarreling by itself. You have a human rights commission there protecting the human rights of peoples, well and good, I agree with you. But I — but ito namang isa dito, pag sabi, “Oh, wala ‘yan,” then they have this National Narcotics Control Board defining the insanity of the use of…
I’ve been a congressman. You’ve known me. I never… Hindi ako — hindi ako ganun. I do not backbite people. Pero kung magpunta dito, sabihin mo lang, kaya makinig kayo Human Rights with all your stupidity and — oh, these are the peoples that were killed by — supposedly pinatay ni Duterte, 10,000.
That’s it. Magyaya sila nila Callamard. “Oh, ito, pinatay ni Duterte, 10,000.” Then pati ‘yung EU. Hijo de p* kayo. T* i* y. Oh tapos magpunta dito. Tapos dala dalang likod, they go to Europe saying “Oh, look, we do not give aid to…” P i* ka, inyo na ‘yang aid ninyo. Sabihin ko “Ito ‘yung pinatay.” Tapos they begin to lecture in the international. “Duterte is a killer.”
Pagdating ng mga lectures — “Oh ang drugs kasi it’s a social problem. It is a health issue.” Oh so pagkaganun, when there are the figures namatay, kindly turn the page because it is a social and health issue, tell us kung ano ang gawin namin to cure it. Bakit kayo hang — ‘yun lang 7,000 without the explanation?
Mga mayors — ay anak ng — barangay captains, there are about 40 percent of the total — parang 40 percent nandiyan sa shabu. Kaya how could in conscience suggest to Congress that we have an election? Sinabi ko sa inyo, ‘yan ang… ‘Yan ang factual situation, bahala kayo.
I suggest we do not have the election because there will be more killings and more cheating because those who are in power, mayors and barangay captains, will use their money and naked force.
Kaya winarningan ko ‘yung mga pulis, winarningan ko lahat ‘yung mga mayors and governors at sinabi ko sa kanila — the foundation of my statement, “I do not want to insult. Pareho lang tayo mayor. Pareho lang rin ako maliit na tao. I am not a significant factor in this government.” “But please,” sabi ko, “do not enter into that kind of activity, hihiritan ko kayo.”
PRESIDENT RODRIGO ROA DUTERTE’S SPEECH DURING THE COMMISSIONING OF BRP LAPU-LAPU AND BRP FRANCISCO DAGOHOY AND LAUNCHING OF DA’S RICE AND CORN BLEND PROGRAM @ Sasa Wharf, Sasa, Davao City | December 21, 2017
‘Yan ako galit. Kaya ako napamura.
Alam mo… same body. National Control Board, may logo doon na United Nations. And here is the Human Rights Commission, also under the United Nations. Nandito lahat. Cannabis… [Excuse me] I said I have a… [Unahin mo ‘yung mga military pati pulis if you have extra copies]
They’re all characterized here. It’s the International Narcotics Control Board, United Nations. Dito… [Ito na, that’s the one] Methamphetamine use, triggers aggressive, violent, and bizarre behavior, among others.
Nakita mo ‘yung bata? Saan ka nakakita dito ng one month old na bata na rape-in mo? Because you are reduced to an animal because of a toxic effect. ‘Yang poppy, cannabis, cocaine, ‘yan ‘yan, ‘yung mga milyonaryo na may ganun na kalalaking barko.
They go into the open sea and eroplano, mag-hithit sila. Wala tayong magawa eh. ‘Yang mga elitista na mga — O ‘yung pobre, bakit? “Bakit ang pobre namamatay, ang mayaman hindi?” Kasi ang pobre ‘yun ang target ng market ng shabu. Mura eh. Itong mga cannabis, cocaine, mahal ‘to, heroin.
It does not really impact so much on the brain because it comes from a natural, organic plant. Shabu is a mixture of deadly chemical.
‘Yan ‘yan ‘yan o. 10,000.” Tapos pupunta dito. “Duterte, alam mo ba ang drug is a social problem? It is an… a health issue.”
And so? ‘Yun lang, dalhin na doon sa America, sa Europe. Ito namang ugok na mga puti. Palibhasa walang mga utak. If it is a social problem, if it’s a health issue, tingnan mo doon sa likod. What happened? How did it start? Where is it going? Ilan na ang adik? It’s about four million plus… six. They are creating within the… our nation isang grupo who are already insane and addicted to a drug called shabu. They are reduced to slavery.
Kaya talaga ako — And the crimes and the horrendous crimes that they commit along. Kaya sabihin mo na madala mo ako doon at takutin mo International Court of —
Kaya sabi ko, “Callamard come here, iko-cross examine kita.”
Sabi ko nga, one day to your horror… nag-umpisa na. So Trump declared an emergency. Tapos gusto nila sundin natin sila. You know, you’re — Hindi nga ninyo ma-control na America kayo, nandiyan na sa inyo lahat, kami pang…
