I understand, Sen. Gordon wants to submit a separate concurring opinion or report in connection with the committee of the whole inquiry. So if that is the intention, he should have filed first with the OSP that particular opinion or report. That is assuming [the] majority of members of the Blue Ribbon committee will affix their signatures on the committee report. – Ping Lacson
