A parliamentary clash erupted when Presider Janet Garin blocked Representative Toby Tiangco from reopening the House budget debate. Tiangco questioned why leaders moved the House budget schedule forward, asking “bakit inilipat” from September 24 to September 17.
He argued that lawmakers needed enough time to prepare questions regarding public funds. Additionally, Tiangco noted that the House operates under liquidation by certification, making public explanations essential.

“Tayo po ang ahensya at tayo po ang sangay ng gobyerno na may kapangyarihan sa budget. Pero tayo lang din ang sangay ng gobyerno na may control ng budget na gumagastos ng sariling budget.”
Furthermore, Tiangco cited the earlier reopening of the MMDA budget as a clear precedent for his request.
However, Garin explained that schedule changes occurred after adjustments to other agency budgets.
Out of Order!
Garin emphasized that lawmakers previously voted to terminate the House budget interpellation on September 17. Moreover, Garin clarified that the chamber remained willing to discuss appropriations through proper procedure.
To justify the ruling, Garin cited Section 105 of the House rules. This rule states that only a member who voted with the majority can move for reconsideration.
Because Tiangco was on official travel during the previous vote, Garin declared his motion out of order. In response, Tiangco asserted, “more than the rules, transparency is more important than our rules”.

Consequently, Tiangco accepted the ruling while emphasizing the need for public accountability to prevent corruption. He stated that transparency must remain a priority when handling public funds.
Following the exchange, the plenary officially closed the debate on the House budget.
