- Mayor Alfred Romualdez of Tacloban City, Leyte
- Mayor Dibu Tuan of T’boli, South Cotabato
- Mayor Sulpicio Villalobos of Sto. Nino, South Cotabato
- Mayor Noel Rosal of Legazpi City, Albay
- Mayor Abraham Ibba of Bataraza, Palawan
