Because he was the one who crafted the law, copied the Juvenile Offenders Act of New York and the State of Washington.
Iyon nga ang problema diyan eh. Kaya nagtaka ako kung bakit nanalo pa ‘yan. Pa-ek-ek. Galit na ako sa kanya because of the situation, because he created a generation of criminals.
Why? Because when that law took effect, you could see iyong sa EDSA, makita mo mag-snatch. They snatch and they run, caught on camera. That’s only for show. They’re arrested. In America, true. There even a 17 years old pataas ang ibang state. But there is a mechanism there. Ang sana ang dapat ginawa ni Kiko Pangilinan was a law, a colatilla or a condition, provided that in every town or city, there should be a correctional institution.
Not to put them in prison but to detain them and be lectured on what is right and what is wrong and what other responsibilities of a citizen, and what is prohibited. Wala eh.
