Sino ang May Kontrol sa Kuryente ng Pilipinas?
Sa gitna ng Congressional hearing, sinusuri kung sino talaga ang may kontrol sa National Grid Corporation of the Philippines (NGCP). Pinapalutang ang mga isyu ng Chinese influence sa control system ng NGCP at ang epekto nito sa Philippine grid security. Mahalagang matukoy kung sapat ba ang ating sistema ng seguridad laban sa mga banta sa soberanya. Narito ang mahahalagang detalye mula sa pagdinig.

Kontrolado Ba ng Tsino ang NGCP?

Si Rep. Jinky Luistro ay nagpahayag ng matinding pagkabahala sa kontrol ng NGCP. Ayon sa kanya, 40% ng NGCP ay pag-aari ng State Grid of China Corporation, at may mga Tsino rin na nasa mahahalagang posisyon sa kumpanya. Aniya, “…it seems that the control of over the NGCP has been compromised already in favor of foreign nationals.”

Bukod pa rito, iniulat na may “operational computer” na nasa Nanjing, China, na posibleng may kakayahang kontrolin ang supply ng kuryente sa Pilipinas. Sinabi niya, “Well, based on reports, there is such a thing as operational computer in Nanjing which is connected to the server in the Philippines that can control the availability of electricity in the country.”

Paglipat sa Chinese IT Provider

Pinuna rin ni Luistro ang desisyon ng NGCP na lumipat mula sa Escada, isang Pilipinong IT provider, patungo sa Nar, isang kumpanyang Tsino. “I understand that prior to NGCP, the IT infrastructure is Escada, a Filipino corporation. However, upon the assumption of NGCP, they converted to Nar, which is a Chinese corporation. Now I wish to ask, what is the reason why you switch from Escada, a Filipino corporation, to Nar, a Chinese corporation?” tanong niya.

Inihambing pa niya ang sitwasyon sa isang manlilikha at gumagamit: “The creature cannot become higher than its creator.” Dagdag niya, “I believe that the one who created knows more and knows better about the system than the one using the system.”

Posibleng Banta ng Remote Control

Pinabulaanan naman ng NGCP ang isyu ng remote control. Ayon sa isang resource person, “Based on my experience and in my knowledge, our SCADA system is actually isolated, ma’am. It’s not connected to the internet, so you cannot easily remote control it.” Dagdag pa niya, “Based on our configurations of our control center, this cannot be controlled remotely through overseas, not even here.”

Gayunpaman, iginiit ni Luistro na dapat magsagawa ng ocular inspection upang personal na makita kung sino talaga ang may kontrol sa operasyon ng NGCP. “I wish to suggest, Mr. Chair, that we conduct an ocular inspection of the NGCP IT infrastructure, including the system, and perhaps we can invite experts to guide the committee members in evaluating whether this system [is] the one which really [is] in main control of the operation of the NGCP … or just equipment being used by Filipino citizens,” sabi niya.

Kahinaan ng Sistema: Puntos ni Ace Barbers

Samantala, binigyang-diin ni Rep. Ace Barbers ang kahinaan ng kasalukuyang sistema. Sinabi niya, “You power to switch it on or off is only in the hands of one or a few, therefore vulnerable.”

Nagbigay siya ng isang posibleng senaryo na maaaring pagsamantalahan ng masasamang loob. “Terrorist group … they turn it off … can they do that? That’s possible procedure,” tanong niya. Dagdag pa niya, “Can anyone just turn it off like that? … In simple analogy, it can just be turned off just like that.”

Nagpahayag din siya ng suporta sa ocular inspection at iminungkahi ang partisipasyon ng mga eksperto sa pagsusuri. Aniya, “Organize technical capabilities that can properly guide the committee in our ocular inspection.”

Ocular Inspection, Suportado ng Komite

Sa huli, bumoto ang komite para isagawa ang ocular inspection sa mga pasilidad ng NGCP. Layunin nitong matukoy kung sino ang tunay na may kontrol sa sistema ng kuryente sa bansa at kung gaano ito kasigurado laban sa posibleng banta.

Konklusyon

Ang isyu sa NGCP ay hindi lamang tungkol sa teknolohiya o negosyo; ito ay usapin ng soberanya at seguridad. Ang mga tanong nina Luistro at Barbers ay sumasalamin sa pangamba ng maraming Pilipino. Sino nga ba ang may kontrol sa ating kuryente? At paano natin masisiguradong protektado ito laban sa anumang banta?
